MINUTES 93 WORK SESSIONJUNE 9, 2008 City Commission, Sanford, Florida E00514441DW The City Commission of the City of Sanford, Florida, met in Work Session on Monday, June 9, 2008, at 4 PM, the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Linda Kuhn Vice Mayor Velma Williams (present at 4:04 PM) Commissioner Art Woodruff Commissioner Randy Jones Commissioner Jack T. Bridges Acting City Manager Kristi Aday Administrative Specialist Pat Lee Absent: City Manager Robert (Sherman) Yehl City Clerk Janet R. Dougherty City Attorney William L. Colbert Mayor Kuhn called the Work Session to order at 4:00 PM. 1) Fort Mellon Park Master Plan — presentation of 100% Final Phase 1 Construction Documents [Commission Memo 08 -143] Frank Bellomo, Bellomo, Herbert & Company, gave a power point presentation of the Fort Mellon Park Mas er Plan and advised the Commission that Phase 1 is currently out for bid (due July 8). He offered alternates for the Commissio 's review which include the large playground area complete with four shelters, the fort playground including swings and cushio - d play area and more detailed entry points (with colored pavers). [Vice Mayor Williams joined the Workshop] Funding for b . e bid items should be adequate. No trees will be lost for the placement of the basketball courts. The district permit from the : er management district has been received. 2) Public Safety Complex — update [Commission Memo 08 -157] Ian Reeves, Architects Design Group Inc., gave a power point presentation on the proposed Public S . ty Complex to be constructed at the comer of Lake Avenue and 13 Street. The building is a little higher in square feet originally planned primarily because it was originally designed around a two -story structure. The proposed design is a two/ - e story structure due to site constraints. Building design objectives include utilization of tilt wall construction to create a sim le economical design; use of exterior finishes that create a sense of permanence and durability; design of a clearly identifia le public entry and civic plaza and use of building massing to frame the public plaza and create a street presence. Mr. Reeves distributed hand -outs of the schematic design progress. There was a consensus of the Commiss n that the proposed structures modern look was not the desired design, and that it be tweaked to look more traditional/south m historical/courthouse style. 3) Fire Rescue Assessment — public information options. [Commission Memo 08 -158] Acting City Manager Kristi Aday distributed a proposed flyer that will be included in the utility bills. Con • se wording was suggested to show residents that the fee could lower or raise their tax bill. It was recommended that a : te calculator be added to the web site. Mayor Kuhn stated that it was important for the residents to know what the S : te Legislature has done by taking away local government's ability to impose any other type of revenue source and the assessme is the City's one opportunity to do so. First reading setting the percentage will be held July 14 and second reading will be - ld on August 25 Residents will receive a letter telling them what they would pay and inviting them to the second real ng meeting.
