MINUTES I G L4R MFETING JUC..q � _ 2008 City Commission, Sanford, Florida E00514441DW Commissioner Woodruff noted a basketball game between the Police Dept. vs. Fire Dept., at Washington Oaks Park every Tuesday at 7:30 p.m. through August 5, 2008. Vice Mayor Williams stated that if the Mayor wrote a letter to the Homeless Connection that she had a problem if she wrote it on behalf of the entire Commission. Commissioner Bridges apologized to the audience for emotional comments he made during the Westside Community Center agenda item. Mayor Kuhn concurred with Commissioner Bridges comments and stated it was unfortunate that no matter how hard the Commission tries, they always seem to get beat up. 15) END the meeting. Present: Mayor Linda Kuhn Vice Mayor Velma Williams (arrived at 4:03 PM) Commissioner Art Woodruff Commissioner Randy Jones Commissioner Jack T. Bridges City Manager Robert (Sherman) Yehl Assistant City Attorney Ken McIntosh (arrived at 5:55 PM) City Clerk Janet R. Dougherty Administrative Specialist Pat Lee Mayor Kuhn called the Work Session to order at 4:02 PM. 1) Public Safety Complex — update. [Commission Memo 08 -195] City Manager Yehl stated this item has been deferred two weeks to allow the "team" to meet. Mayor Kuhn volunteered to serve on the "team ". 2) Westside Community and Recreation Center -- finishes and color selection. [Commission Memo 08 -200] Project Manager Chris Smith presented color schemes and choices for the interior walls and floors and stressed that the materials used will be as maintenance free and durable as possible. (Commissioner Bridges left the meeting at 4 :08 PM and returned at 4:16 PM) There was a consensus of the Commission that one inside wall in the game room be bright and colorful. 3) Downtown Traffic Circulation Study and Intersection Assessment - discussion. [Commission Memo 08 -197] Greg Moore, Dyer, Riddle, Mills & Precourt, gave a power point presentation focusing on diverting truck traffic from the downtown area and suggested intersection improvements. (Vice Mayor Williams left the meeting at 4:28 PM and returned at 4:35 PM) Possible routes could be First Street to Bevier Road, 1s Street to Airport Boulevard or First Street to Rinehart Road. There was a consensus of the Commission that DRMP further review truck traffic at the intersections of 17 -92 and 25 Street and also 17 -92 and First Street; that installation of a left turn arrow be investigated for the intersection of Third Street and 17 -92; and to review Third Street and Palmetto Avenue for boat access to the marina. Mr. Moore recommended that improved signage be erected to divert truck traffic via Jessamine and Oleander Avenues to Third Street. 4) Capital Improvements Element of the Comprehensive Plan — briefing. [Commission Memo 08-181] (Regular Item No. 8.A) • Tim Stillings, Kimley -Horn, distributed a power point presentation hand -out and explained that the DCA will prohibit any future land use amendments from occurring if the community has not updated their Capital Improvement Element. Commissioner Woodruff spoke regarding the Plan (page 8 -20) stating the City had deficiencies in the parks and recreation facilities and could not approve additional development, unless it is in the Plan. According to his calculations, the City should havel3 baseball /softball diamonds and it only has 9; it should have 10 football /softball fields and it has 6, and it is not in Sanford's capital improvement policy and felt it should be included in the Plan. Mr. Gibson suggested that this was the time, in conjunction with the Budget, for the Commission to include Plans for recreational facilities. Mr. Gibson stated the Plan calls for the City Manager to prioritize projects to make the Plan sufficient. Mr. Yehl stated that the City does not have money to build or maintain what we have now thanks to the Legislature and it was unrealistic to create a capital budget to match these needs and felt the City should look at this document as meeting a state requirement. 5) Fire Rescue Assessment — briefing. [Commission Memo 08 -196] (Regular Item No. 9.A) MINUTES WORK SESSION JULY 14, 2008 City Commission, Sanford, Florida E00514441DW Mr. Yehl stated that the assessment creates some fairness as well as some inequities but suggested the Commission keep its options open until they have a better understanding of the budget needs. Chief Ransom distributed an updated rate sheet for numbers that will be included in the Resolution at the regular meeting tonight. If a rate is chosen, it would not be adopted until August 25, 2008. 6) Agenda Items — additional information and /or questions. Finance Director Jim Poulalian explained that an updated City's Investment Policy [Commission Memo 08- 183](Regular Agenda Item 9.C) allows more diversification and flexibility than the current Investment Policy. City Clerk Janet Dougherty distributed an Agenda for the Thursday, July 17, 2008 Budget Workshop. Ms. Dougherty stated the Charter Referendum will be on the Primary election ballot and will be published in the Sanford Herald one time in its entirety as required by the Charter. There was a consensus of the Commission for the City Clerk and Commissioner Woodruff to work together preparing a postcard mail -out to the residents explaining what a "yes" and "no" vote on the two questions would accomplish, and to bring it back to the Commission at their next regular meeting. Regarding Agenda Item 7.A (1), [Commission Memo 08 -192], 111 N. Palmetto Avenue (variance), Assistant City Attorney Ken McIntosh gave the Commission some procedural guidance regarding the variance. He stated the matter will be heard "de novo ": the applicant will make a presentation, those in opposition will make a presentation, the applicant will have an opportunity for rebuttal, then the Commission will be afforded an opportunity to make an independent decision on granting or denying the variance. The Commission will then hold the second reading of Ordinance No. 4109. Commissioner Woodruff asked that the Senior Center and Sanford Museum have direct dial phone numbers. 7) End the meeting.
