The City Commission of the City of Sanford, Florida, met in Work Session on Monday, August 11, 2018,
at 5 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Kuhn called the Work Session to order at 5:02 PM.
1) Municipal Cemetery — briefing [Commission Memo 08-221]
City Manager Yehl asked for guidance regarding policy decisions on whether to expand the size of Evergr: -n
Cemetery, increasing the fees to market level and offering the sale of lots to non - residents. It was estimated that current lots '11
be sufficient through 2058. He does not see any benefit in privatizing cemetery operations anymore than they already re
(opening/closing graves and maintenance). He distributed a map showing the cemetery layout and lands available for expans in
as well as recommended price increases. After discussion, there was a consensus of the Commission for the City Manager to
bring back a cemetery fee ordinance increasing the current fees, not to privatize additional cemetery operations at this time, . d
to bring back any future "offers" to purchase vacant land adjacent to the cemetery.
2) Noise Ordinance — briefing (Regular Item No. 8.B) [Commission Memo 08 -223]
Craig Radzak, Deputy Fire Chief, reviewed changes requested at the last Work Session which have b: n
incorporated into the Ordinance. There was a consensus of the Commission to exclude retail establishments fronting in
Sanford Avenue between 2 and 3r' Streets, to add language to clarify that noise measurements will be measured 50' from e
sound source (if it's outside) or exterior wall (residential, commercial and industrial), and that the exterior doors will be k. pt
closed while music is being played except for pedestrian traffic.
3) Agenda Items — additional information and /or questions.
Mr. Yehl distributed a hand -out delineating the base bid ($3,144,669.10), alternate ($1,169,550.75) and total id
($4,314,219.85) for Fort Mellon Park Phase 1.
The cost for six new motorcycles for the Police Department is approximately $88, 000, without trade -ins the 1st
would be $118,000. The decision whether to trade in the old motorcycles or sell them at auction has yet to be determines .
Mayor Kuhn distributed a resume for Maria Kinsey, applicant for the Sanford Housing Authority, and asked at
her appointment be affirmed at the Regular meeting this date.
There was discussion regarding the City's towing contract. Mr. Yehl stated the City Attorney has opined t at
both the business location and storage yard must be within the City limits. There was a consensus of the Commission that e
current ordinance be enforced and that the City Manager provide a list of towing companies including their storage yard locati n.
Commissioner Bridges spoke regarding the economy and foreclosures and the need for lots to be mowed regul . ly
by the bank holding the mortgage,. He said there was a need to streamline the process to get the lots mowed and asked Mr. - 111
to check into what can be done. Mayor Kuhn stated she has been working with Mr. Hampton and the City Attorney o a
