He thinks users should only be charged for what is used and asked whether that had ever been considered. Utility Director Paul Moore said that a rate study is proposed in the next two years and that he can look at some adjustments, i.e., lowering the minimum and billing in hundreds of gallons. Commissioner Woodruff asked that Mr. Moore provide the Commission with the number of utility customers who typically use less than 2,000 gallons per month.
