Whereas, City Commissioner Art Woodruff is concluding a long period of public service to the City of Sanford while serving as a City Commissioner for District 1 of the City; and Whereas, City Commissioner Art Woodruff was initially elected at the Regular City Election of March 6, 2001 and took office on April 3, 2001 and was re- elected at a City Election held on March 29, 2005 and continued his service as City Commissioner upon the commencement of a new term of office starting on April 5, 2005; and Whereas, City Commissioner Art Woodruff's term of office concludes on January 9, 2011 after almost a decade of public service on the City Commission; and Whereas, City Commissioner Art Woodruff, prior to taking office as a City Commissioner, was a community advocate involved in land use, planning and other significant issues facing the City of Sanford; and 2010 -332 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING Whereas, just as City Commissioner Art Woodruff as a professional educator has shown his devotion to Florida school children; he has also worked hard and committed his efforts to ensure that the citizens of the City of Sanford have a government that provides high quality public services and protects and advances the public health, safety and welfare; and Whereas, City Commissioner Art Woodruff has evidenced a keen intellect and detail oriented mind in evaluating the fiscal and budgetary needs of the City of Sanford; and Whereas, City Commissioner Art Woodruff has supported high quality economic development activities of the City of Sanford; and Whereas, City Commissioner Art Woodruff, while serving on the City Commission, has dedicated untold hours of energy and effort to the advancement of socially beneficial programs such as Sanford /Seminole County Youth Build and Seminole County Weed and Seed; and Whereas, City Commissioner Art Woodruff, in pursuing the role of an active and involved City Commissioner, worked hard to ensure that the unique and enriching historical significance of the City of Sanford and its neighborhoods are preserved and protected through adequate regulations that are fair to property owners while protecting the public interest; and Whereas, City Commissioner Art Woodruff has been diligent in his pursuit 2010 -333 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING of the preservation and improvement of the historically valuable and significant Hopper Academy and the entire Georgetown neighborhood; and Whereas, City Commissioner Art Woodruff has demonstrated leadership and teamwork during his service as a City Commissioner and has always worked with the citizens of the City, City staff and his colleagues on the City Commission in a good natured, friendly and harmonious manner that was conducive to the development of consensus and collaboration on the City Commission; and Whereas, City Commissioner Art Woodruff has grasped the many issues facing the City Commission and provided service to the City of Sanford in a manner that reflects highly upon the value of public service; and Whereas, City Commissioner Art Woodruff has given devoted public service to the City of Sanford and its citizens in a highly ethical manner which reflects highly upon himself, his family, his community and the City of Sanford; and Whereas, City Commissioner Art Woodruffs public service on the City Commission of the City of Sanford has been a positive example to his students, the citizens of the City of Sanford, and to all those who would enter the field of public service; and Whereas, during his tenure on the City Commission the City has 2010 -334 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING completed Phase One of the Sanford Riverwalk, protected and improved Fort Mellon Park, built a new Public Safety Complex and enhanced both the fire and police departments, redeveloped and expanded the Westside Community Center, and improved public infrastructure throughout the city, all of which will serve the residents of Sanford for years to come; and Whereas, the efforts of City Commissioner Art Woodruff on the City Commission of the City of Sanford will be sorely missed and his absence will result in a tremendous void; and Whereas, the City Commission of the City of Sanford desires to express its appreciation and commendation to City Commissioner Art Woodruff on behalf of the citizens of the City of Sanford. Now, Therefore, be it Resolved By the City Commission of the City Of Sanford, Florida: (1). The City Commission of the City of Sanford hereby adopts the recitals set forth in this Resolution (whereas clauses) as the findings of the City Commission and recognizes City Commissioner Art Woodruff as an exemplar of a true public servant and a role model to the school children he teaches and the citizens that he has served. expressing the commendation and appreciation of the City Commission of the City of Sanford as well as the citizens of the City of Sanford for the public service of Mayor Linda Kuhn to the City of Sanford. 2010 -337 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING Whereas, Mayor Linda Kuhn was elected at the Regular City Election of March 29, 2005 and took office on April 5, 2005; and Whereas, Mayor Linda Kuhn's term of office concludes on January 9, 2011; and Whereas, Mayor Linda Kuhn, prior to her election as Mayor, served the City of Sanford by means of her service on City boards and committees such as the Civil Service Board; and Whereas, Mayor Linda Kuhn, prior to taking office as Mayor, showed her love and devotion to the City of Sanford and its citizens in a wide and diverse array of matters and activities and by involving herself in community service and community projects and activities; and Whereas, while serving as Mayor, Mayor Linda Kuhn demonstrated a vision for the City of Sanford in order for the City to attain its full potential as a quality community within Central Florida and maintain that high level of quality into the future; and Whereas, as Mayor, Mayor Linda Kuhn worked hard to ensure that the government of the City of Sanford was one that demonstrated high ethics, sound management and administrative practices, and a commitment to fiscal prudence and governmental efficiency; and Whereas, Mayor Linda Kuhn, while leading the City Commission, dedicated time and energy well beyond the call of duty to make the activities of the community, such as traditional parades and celebrations, successful even in the face of the financial struggles facing the local governments of today in the current economy; and Whereas, Mayor Linda Kuhn, as leader of the City Commission, also was involved in new dynamic activities of the City of Sanford community such as the Celery Soup dramatic production; and Whereas, Mayor Linda Kuhn, as Mayor, worked with zeal to ensure that the historical significance of the City of Sanford and its historic districts were maintained, preserved and protected through the enactment and enforcement of comprehensive regulations and administration; and Whereas, although fully involved and committed to the protection of historic areas of the City, Mayor Linda Kuhn also stewarded the City of Sanford into the future by, for example, fully supporting the development of the City's new Public Safety Complex which came to fruition under the leadership of Mayor Kuhn; and 2010 -339 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING Whereas, indeed, Mayor Linda Kuhn used her significant skills and abilities to engage officials of the highest levels of Florida State government and resolve issues that could have thwarted the time and cost effective development of the City's new Public Safety Complex at its current location; and Whereas, using her experience in the State's criminal justice system, Mayor Linda Kuhn worked diligently with law enforcement personnel to make the City of Sanford a safer place for the citizens of the City to live and for the businesses of the City to conduct their affairs; and Whereas, also using her experience in the area of law enforcement, Mayor Kuhn developed a nuisance abatement program and drug abuse abatement program which greatly enhanced the quality of life for the citizens of the City of Sanford; and Whereas, further utilizing her experience in law enforcement, Mayor Linda Kuhn lead the enactment of a wide array of code enforcement reform ordinances that established for the City of Sanford one of, if not the, most comprehensive code enforcement systems within the Central Florida area all for benefit of the citizens of the City and the protection of the public health, safety, morals and welfare; and Whereas, Mayor Linda Kuhn has demonstrated her leadership skills and abilities in a multiplicity of ways and means during her tenure as Mayor; and 2010 -340 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING Whereas, Mayor Linda Kuhn has demonstrated her ability to lead by example and instill teamwork during her tenure as Mayor while facing a wide array of disparate and challenging issues; and Whereas, Mayor Linda Kuhn has always worked with the citizens of the City, City staff and her colleagues serving on the City Commission in an ethical and well managed manner which ensures that City government is administered consistent with sound and generally accepted public management practices and procedures; and Whereas, Mayor Linda Kuhn has consistently worked with the leaders of other Seminole County local governments as well as other Central Florida area local governments in a professional and well respected manner all for the benefit of the citizens of the City of Sanford; and Whereas, Mayor Linda Kuhn has grasped the many complex and nuanced issues of public policy facing the City Commission and provided dedicated and high quality service to the City of Sanford in a manner that reflects highly upon the value of public service; and Whereas, Mayor Linda Kuhn has engaged in devoted and beneficial public service to the City of Sanford and its citizens in a highly ethical manner which reflects highly upon herself, her family, her community and the City of Sanford; Commissioner Jones moved to approve the first reading of Ordinance No. 2011 -4227, removing the current definitions for contributing structure or property and non - contributing resource or property and replacing with what is going to be the new definition for contributing resource or property and non - contributing resource or property, and deleting Section 9.0 C (exterior walls /materials). Mr. Colbert said that the City has been involved in litigation with Dorado regarding the property adjacent to City Hall; a Development Agreement has been executed and recorded; a deed deeding the small triangle piece back to the City has been signed and recorded, and he expects very shortly that the lawsuit will be dismissed and that will conclude everything related to that. 10) CITY CLERK'S REPORT. 11) CITY MANAGER'S REPORT. 12) CITIZEN PARTICIPATION. Jennifer Evans, property owner of 120 S. Park Avenue, reported an issue with signage and a write up from code enforcement regarding an illegal sign. On December 8, 2010, the Special Magistrate ordered an imposing fine /lien ordering that the sign be removed by December 20 or a fine of $50 a day would be imposed. She was given until December 20, 2010, in order to be heard by the City Commission. City 2010 -350 CITY COMMISSION MINUTES DECEMBER 13, 2010 REGULAR MEETING Attorney Colbert said that an appeal is to the Court and not the City Commission. Mayor Kuhn suggested that a meeting be scheduled with Staff to see if there is a resolution to this issue. Mr. Colbert said that there is no problem with Staff meeting with the citizen and discussing options, but there has been an order issued by the Magistrate and he wouldn't want any citizen to leave under the impression that Staff can resolve anything; there is a 30 day period to appeal to the Court or the opportunity to appeal is gone. 13) CITY COMMISSIONERS' REPORTS. Commissioner Williams said that she has been a Commissioner for about 13 years and has had the opportunity of serving 9 years with Commissioner Woodruff and 6 years with Mayor Kuhn. She has always looked at Sanford as a diamond in the rough and during their years of service the City has progressed. She thanked them for their dedication and service and hoped they can still be called upon and wished good luck in all future endeavors. Commissioner Jones said that he has known Commissioner Woodruff for years and that he has probably been one of the best Commissioners that Sanford has ever had, that he has the most challenging district and over the years has been pulled in so many directions. He has enjoyed serving with him. Commissioner Jones said that when Mayor Kuhn became the Mayor the City was in the midst of the public safety building decisions and that the Mayor met with Charlie Bronson and we ended up with the land that the Public Safety Complex is now 2010 -351 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING on; without her leadership he doesn't think it would have ever happened. What has been accomplished during her term as Mayor has been incredible. When people look back over this span of time there is no doubt that this was a very positive time in the City of Sanford. He hopes that as the new Commission comes in and the remaining Commission helps fill in the gaps, that they can do half as good a job as she did during her term as Mayor. Commissioner Woodruff said that he is proud to say that he and Mayor Kuhn have never had a real issue and have always treated each other with respect, have become good friends, and with the rest of the Commission have done a lot of good and he is very proud to have served with her on this Commission. Despite all the projects, phones calls and frustrations, the ten years have been a wonderful experience because of the friends he has made, the people he has gotten to know, and the things he has been able to do; he thanked all for that; it has been a wonderful experience. Mayor Kuhn read a prepared farewell: Before I was elected I read Rudy Giuliani's book entitled "Leadership ". He discussed in detail his beliefs of what qualities a leader should have so I took from that book ten principals that I felt were important. Right after I took office in 2005 I hung, right behind my desk, the ten principles of leadership that I hoped to adhere to: The first one was surround yourself with great people. Although we had a couple of false starts I strongly believe that we currently have the best team that this City has ever had. Tom George has far exceeded my personal 2010 -352 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING expectations as City Manager. Unless you have sat in one of these seats you have no idea what he has been able to accomplish as the City Manager in the last 15 months. I could spend the next thirty minutes explaining that statement but suffice it to say that it will be extremely difficult to replace him. Every one of our current department heads are dedicated employees whose knowledge and expertise are invaluable. Paul Moore and indeed Russ Gibson's cool, calm and patient demeanors are constant. Cindy Lindsay is a dream come true as a finance director; her knowledge and dedication is extraordinary. Jan Dougherty's institutional knowledge is also invaluable. Mike Kirby's enthusiasm and cheerleading skills are ever present. Mike, I do have to publicly proclaim that we are now officially divorced. Mike has been introduced on numerous occasions as my husband and always seemed to take some perverse pleasure in those introductions. Darrel Presley brought the much needed professionalism and knowledge to his department. Chief Ransom, you have one of the finest fire departments in this state. Unfortunately their outstanding service to this community often goes unrecognized. Chief Tooley, the same goes for the police department and I wish you well in your upcoming retirement. Arlene Davison, you are one of the wisest people I have ever known. You are truly an old soul with great strength and I hope we will continue our friendship. I have been privileged to surround myself with these people and all of our city employees. The next principle on the list was: Have beliefs and communicate them. As anyone who knows me, you know I have no problem expressing myself and you learn 2010 -353 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING very quickly that if you don't want to know what I think then you probably shouldn't ask me. Hopefully this made Staff's job easier. They didn't have to guess where I stood. The next principle: See things for yourself. Elected officials learn very quickly that things are not always as they seem. I once wrote a constituent a rather terse email in response to his railing on and on about the new public safety building and how we, the Commission, had done things behind closed doors and how we didn't need a new public safety building and how we had taken advantage of the lesser educated citizens, etc., etc., etc. In my response I explained to him that he was uninformed regarding his statements but I also stated that I used to wonder why it was often so difficult to get fair, honest, ethical people to hold public office but I now clearly understood. It is because of the accusations, rumors, innuendos, false allegations and outright lies that are often perpetuated by uneducated and uninformed people. That was several years ago but it was when my mantra became "try being informed rather than just opinionated ". Next three principles are: Set an example, stand up to bullies and deal with first things first. I hope that I always set a good example and you know that I was never afraid to stand up to the bullies and dealt with first things first. There is so much more to running this City than beer, dogs and cats or even the homeless issues. Anyone who was around in 2007 knows what I am talking about. The next principle: Loyalty is the vital virtue. Although blind loyalty is never a good thing. My desire was that you, Staff in particular, would recognize my 2010 -354 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING commitment to each of you and this City. I hope you have. Your loyalty to this Commission and this City has always been apparent to me. Prepare relentlessly: There is much more to this job than showing up at our meetings twice a month. I will truthfully not miss the 7:30 a.m. meetings or the volumes of reading and researching of what I always referred to as homework; which is necessary in order to make a truly informed decision regarding the many issues the Commission must deal with. What I will miss is the expert legal counsel of the Stenstrom Law firm, more particularly that of Lonnie Groot and our lengthy after midnight email exchanges in which he would help me to prepare and understand those issues. His patience, guidance and assistance have helped me in so many ways. His, their, legal experience and expertise is invaluable to this City. Under promise and over deliver. While writing about this principal, Giuliani discussed in a chapter entitled "Defy Expectations" the importance of "Being Your Own Man". I quote "At any given moment during my administration, someone who supported me was angry because I didn't do what they hoped I would do. Not without reason did Thomas Jefferson describe the U.S. presidency as "splendid misery" that involves "the daily loss of friends ". Being the Mayor of New York City is far from misery, but certainly involves decisions that lose friends. Ultimately, you have to be able to make the decision you think is the right one. If the people who supported you did so for the right reasons, they'll still be with you, even if in some instance you act against 2010 -355 CITY COMMISSION MINUTES DECEMBER 13 2010 REGULAR MEETING their interests. If they withdraw their support you don't want them around anyway. There's no one thing you can do to establish the principle. All you can do is keep making decisions based on what you believe, and by your example, you'll demonstrate your independence ". End quote. And last: Don't assume a damn thing. That is certainly self explanatory. As the saying goes if you assume you .......... Commissioner Woodruff you and I were once adversaries but I have come to have the utmost respect for you and your untiring dedication and commitment toward enhancing and improving this City. Your knowledge and invaluable research skills will be hard for anyone to replicate. You made my job as Mayor much easier. Having to say good bye to Commissioner Bridges was one of the most difficult things I had to do as Mayor. Jack was a mentor, counselor and true friend to so many. His absence on this Commission was huge and I still miss his entertaining and delightful closing arguments. Lisa Jones, I want you to know that those four words on a small white index card are truly what got me through it. I will be forever grateful to you. Commissioner Jones, I have served on this Commission with you for over five years. You are a nice guy but still even after five years, and I mean this in a good way, you are very much an anomaly to me. Commissioner Mahany, I think you have discovered that this isn't as easy as some seem to think. I wish you well.
