The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, September 27, 2010 at 5:00 PM, in the Railroad Depot Room, 2 °d
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

• Mayor Linda Kuhn called the Work Session to order at 5:04 PM.
1. Public Safety Complex Project Status Report — information. [Commission Memo
10 -89]
Nicholas McRay, Senior Project Manager, provided an update on
the construction project. Substantial completion date is October 15, 2010 with an
operational opening of October 25` and grand opening ceremony scheduled for
November 5` Mr. McRay distributed copies of a proposed plaque to be installed in the
new compex in recognition of Commissioner Jack Bridges. It was the consensus of the
Commission to use the wording on plaque number 1 to read as follows: "Community
Meeting Room dedicated in memory of Commissioner Jack Bridges."
2. Traffic enforcement in private subdivisions — discussion. [Commission Memo 10-

Interim City Manager Tom George stated staff has received several
requests for traffic enforcement services in private subdivisions. Police Chief Brian
Tooley noted that they do provide routine patrols but not enforcement of speed limits or

issuance of parking tickets. After discussion, it was the consensus of the Commission for
the Assistant City Attorney to modify and bring back before the Commission the existing
Kays Landing traffic enforcement agreement to provide for routine patrols and if they
want other services, they will have to negotiate it, with parking enforcement and radar
excluded. Once the Agreement format is finalized, the Commission will designate the
City Manager or Police Chief to approve all future agreements.
3. Agenda Items — additional information and /or questions.
Russ Gibson, Director of Planning and Development Services, briefed the
Commission on water quality issues of Lake Minnie and the Joint Planning Agreement
(JPA) with Seminole County.
Mr. George briefed the Commission on Waste Services improper use of
the old ice house property as well as trucks using North White Cedar Road. Two mobile
traffic trailer signs will be located on North White Cedar Road and Church Street and
staff will have a video camera installed to monitor the truck traffic as well as mixed loads
of garbage and recyclables.
Congresswoman Corrine Brown briefed the Commission: Lake Monroe
Terrace has been provided with $1.3 million for emergency funds and an additional
$650,000 of Section 8 funding. Her office is also submitting an application for the rest of
the property that will be expedited and hopes to have word within two weeks on the
status of the rest of the project. Congresswoman Brown stressed the need to work with
the non - profits to allow people to stay in their homes (avoid foreclosure) as well as the
need for training and education to change the resident's lives. She will submit a letter to

the City tomorrow outlining her recommendations. There was a consensus among the
Commission to look into designating 25% of the stabilization grant funds for education
and training purposes.
Mayor Kuhn thanked Congresswoman Brown for all her assistance and
expressed the Commission's desire to have Congresswoman Brown also assist the City in
getting the Amtrak station back in Sanford. Congresswoman Brown spoke of the need to
have shoppes and small business opportunities at the Amtrak depot site, such as a
"festival" atmosphere similar to Lorton, Virginia. Mayor Kuhn stated she has asked Mr.
George to have the City's Economic Development Director come up with a plan to
• promote and bring businesses into the Amtrak station area.
