The City Commission of the City of Sanford, Florida, met in Work Session
on Monday, October 25, 2010 at 5:00 PM, in the Railroad Depot Room, 2 "d Floor, City
Hall, 300 North Park Avenue, Sanford, Florida.

• Mayor Linda Kuhn called the Work Session to order at 5:04 PM.
1. Public Safety Complex Project Status Report — information. [Commission
Memo 10 -200]
Nicholas McRay, Senior Project Manager, stated that both Police and Fire
Departments have relocated to the new complex. The grand opening will be held at noon
on November 5 Mr. McRay asked if the Commission would like to add a 120 volt
circuit to the street lights to facilitate holiday lighting. He estimated this cost to be
approximately $20,000. The Commission concurred for Mr. McRay to proceed with the
installation of a 120 volt circuit from the railroad tracks at French Ave. to Lake Ave.
2. Joint Planning Agreement with Seminole County — discussion. (Regular Item
6.D)[Commission Memo 10- 199.D]
Russ Gibson, Director of Planning and Development Services, reviewed the
• terms and conditions of the Joint Planning Agreement. He introduced Jerry McCollum,

Seminole County Engineer, Antwan Curry and Jeff Hopper from Seminole County
Planning Division who were present to answer any questions.
3. 2011 Proposed City Commission Regular Meeting Schedule — discussion.
[Commission Memo 10 -201 ]
Janet Dougherty, City Clerk, explained she had submitted an abbreviated
proposed City Commission meeting schedule for one meeting per month. After
discussion, it was the consensus of the Commission for the City Clerk to prepare a
schedule with one meeting per month, the first meeting in July, November and December
2011, and two meetings per month the other nine months. This item will be brought back
for formal action at the November 22, 2010 regular meeting.
4. SunRail Station — City maintenance /City water — discussion. [Commission
Memo 10 -203]
Paul Moore, Acting City Manager, stated that these costs would run about
$40,000 annually. Jerry McCollum, Seminole County Engineer, stated it would be about
2.5 years (summer of 2013) before this funding would be needed and estimated the City's
costs to run between $25,000 and $35,000. Mr. McCollum has received funding
commitments from the Cities of Longwood and Altamonte Springs. Mr. Moore estimated
the water costs to run approximately $100 per month if the site were annexed. There was a
consensus among the Commission for staff to move forward working with Seminole
County.
5. Agenda Items or additional information and/or questions.
Janet Dougherty, City Clerk, asked the Commission their preference on a date for a
• Special Meeting to certify the election results and suggested November 15 ` There was a

consensus to hold a Special Meeting on Monday, Nov. 15, 2010 at 5 PM.
Mayor Kuhn asked Finance Director Cynthia Lindsay about a letter she
received whereby the Inspector General's office is auditing the City of Sanford. Ms.
Lindsay responded that this is "routine ".
