SANFORD, A MUNICIPAL CORPORATION OF THE STATE OF FLORIDA CONSULTANT: GLATTING JACKSON KERCHER ANGLIN LOPEZ RINEHART, INC (GLATTING JACKSON) Execution of the Work Order by CITY shall serve as authorization for the CONSULTANT to provide for the above project, professional services as set out in the Scope of Services attached as Exhibit "A," to that certain Agreement between the CITY and the CONSULTANT and further delineated in the specifications, conditions and requirements stated in the following listed documents which are attached hereto and made a part hereof. Whenever the Work Order conflicts with said Agreement, the Agreement shall prevail. TIME FOR COMPLETION: The work authorized by this Work Order shall be commenced upon issuance of a Notice to Proceed by CITY and shall be completed within NINETY (90) calendar days. Payment to the Consultant shall be made by the CITY in strict accordance with the payment terms of the above-referenced Agreement. CITY COMMISSION B&RD~EI:~ Attachment (s): Scope of Services 2 EXHIBIT "A" Technical Memorandum - Paid Parking Program in Downtown Sanford The primary purpose of the technical memorandum will be to summarize the issues and opportunities associated with the possible conversion of free parking servicing the Seminole County Courthouse into paid parking facilities. Glatting Jackson will perform the following tasks: Existing Demand. Evaluate and document the existing demand for parking at the Seminole County courthouse complex. This task will include a subconsultant task to provide traffic counts (Accurate Traffic Counts, Inc.). Alternatives. Develop alternative paid parking strategies for City lots currently serving the courthouse. This task will include an assessment of available fee collection technologies along with estimated capital and operating expenditures associated with each technology. Summary. Summarize alternatives based upon revenue potential, administrative operability, ease of enforcement, start-up costs, operating costs, and potential impacts to downtown Sanford. Meetings and Presentation. Meet with city staff to review the preliminary report and revise as needed. Present final report to the Sanford City Commission in order to assist in selecting a strategy for managing parking at the courthouse complex.
