Florida Department of Environmental Protection Permit for Art Lane Landfill,
Sanford, Flodda
Gentlemen:
As requested, Ardaman & Associates, Inc. (Ardaman) appreciates the opportunity to present this
proposal for performing the 2001 groundwater monitoring program as stated in the Fiodda
Department of Environmental Protection (FDEP) Permit Conditions for the subject landfill. This
proposal provides the following services for a network of 8 monitoring wells, 4 gas monitoring
probes and one surface water site:
· Two semiannual FDEP format monitoring reports
· Two water table elevation maps
· Computer disk with each semiannual monitoring report for FDEP
· Well abandonment of MW4
· Well installation of MW-4R and MW-10
· Installation of staff gage at surface water site
· Well completion report for installation of two wells
· Lengthening of four existing wells and protective covere two feet
· Total depth measurement for 8 wells
· Installation of four gas monitoring probes
· Collection and Reporting for two quarterly gas probe monitoring events
The existing monitoring network includes 7 wells (MW-3 through MW-9) and no surface water sites.
Under the new FDEP permit, the monitoring network identifies 8 wells (MW-3, MW-4R, MW-5, MW-
6, MW-7, MW-8, MW-9 and MW-10) and one surface water site (SW-1). Figure 1 shows the
approximate monitoring network locations. MW-4 needs to be abandoned because it is in the
footprint of the closure stormwater system. For each of the existing wells, lengthen by two feet the
PVC well and the galvanized steel protective covers because closure fill will be placed around each
well. MW-4R is the replacement well for MW-4. MW-10 will be a new well to be installed in the
extreme southwest comer of the site. These two wells will be installed after closure construction.
SW-1 will be the pond at the south edge of the site.
Staff Gage Installation
A staff gage will be installed in the pond at the time of the first sampling so a water level reading
can be obtained in all the wells and the pond each sampling event. The latitude and longitude of

the staff gage in degrees, minutes and seconds to two decimal places with an accuracy of 15 feet
and a reference elevation to point on staff gage to an accuracy of 0.01 feet, must be determined
and certified by a Flodda Registered Surveyor. The cost of providing this information is not
included in this proposal.
Semiannual Monitoring Reporting
We propose two semiannual ground water sampling events, subcontracting with an analytical
chemistry laboratory to perform the required chemical analyses for the two events and prepadng
semiannual reports forthe City to submit to FDEP. The semiannual reporting includes groundwater
quality results in tables to FDEP format, water levels in all wells in a table, a groundwater contour
mapandacomputerdiskwithwaterqualityreportingtables. Thefirstsemiannualsamplingevent
will use the existing monitodng well network including the surface water site (7 wells and one
surface water site). The second semiannual sampling event will occur after the two new wells have
been installed and will consist of the new monitoring network (8 wells and one surface water site).
In accordance with the monitoring plan implementation schedule, semiannual samples from the
ground water monitoring wells will be collected and analyzed as follows: pH (field), specific
conductance (field), turbidity (field), dissolved oxygen (field), temperature (field), total ammonia as
N, chlorides, nitrate, total dissolved solids and the EPA 40 CFR, Part 258, Appendix I parameters
including iron, mercury and sodium. These Appendix I parameters include 18 metals and 47
organic constituents.
In accordance with the permit monitoring plan implementation schedule, the semiannual surface
water samples will be collected and analyzed as follows: pH (field), specific conductance (field),
turbidity (field), dissolved oxygen (field), temperature (field), unionized ammonia as N, total
hardness as CaCO3, total organic carbon, total dissolved solids, total suspended solids,
biochemical oxygen demand (5 day), chemical oxygen demand, total nitrogen as N, total
phosphates as P, chlorophyll A, iron, mercury and the EPA 40 CFR, Part 258, Appendix I
parameters.
In addition, ground water levels in all wells and at the surface water site will be measured to the
nearest 0.01 foot and reported in a table as well as on the water quality analyses form. A ground
water contour map for the monitored aquifer zone will also be provided semiannually.
Well Abandonment
In this task, MW-4 will be abandoned after the first sampling event before closure construction
begins at the landfill.
Well Installation Program
MW-4R and MW-10 will be installed after closure construction is complete. MW-4R is a
replacement well for MW-4 and MW-10 is to be installed in the extreme southwest comer of the
landfill property. The well installation program for each of these surficial aquifer wells will involve
performing a soil bodng, installing the well, developing the well, and preparing the well completion
report. The wells will be constructed similar to existing wells and be 15 to 20 feet total depths
depending on the soil profiles. The 2-inch diameter PVC wells will have a collection zone of 10
feet.

The top of casing elevation to an accuracy of 0.01 feet, the pad elevation to an accuracy of 0.1 feet
and the latitude and longitude of each well in degrees, minutes and seconds to two decimal places
with an accuracy of 15 feet, must be determined and certified by a Florida Registered Surveyor.
The cost of providing this information is not in this proposal.
Existing Well Lengthening
Each of four existing wells will be lengthened by two feet because closure fill is planned around the
wells. The PVC pipe and galvanized steel protective covers will be lengthened.
The top of casing elevation to an accuracy of 0.01 feet and the pad elevation to an accuracy of 0. 1
feet must be determined and certified by a Florida Registered Surveyor. The cost of providing this
information is not in this proposal.
Gas Monitoring Program
Four gas monitoring probes will be installed in accordance with the details prepared by WCG, Inc.
as part of the closure specification plans. These flush mounted probes will be 9-10 feet deep and
will be located near MW-5, MW-6, MW-8 and MW-9. Construction of these probes is planned for
August 2001 after closure is mostly complete.
In addition, two quarterly gas probe monitoring and reporting events are proposed this year.
The cost estimate for this work is provided in Table 1. The monthly invoices will be based on work
expended and units performed in accordance with the contract fee schedule. The maximum
amount not to be exceeded without further written authorization is $24,926.00.

BACKGROUND:
Attached is a proposal t~om Ardaman & Associates, Inc. to provide a groundwater monitoring
program for the Art Lane Landfill through the year 2001. The proposal will provide the City with
two ser~i-nnnual groundwater reports as required and in accordance with the Florida Department
of Environmental Protection Agency. It also includes, as described in the attached, numerous
other work activities associated with the construction phase of the Art Lane Closure.
Staff and WCG personnel (firm contracted by the City to assist with the landill! closure) have
reviewed the proposal and deem all work necessary. Further, the work/costs are in accordance
with the existing coreract (RFPS 98/99-27) between the City of Sanford and Ardaman &
Associates, Inc.
Funds are available in the Art Lane Closure Account No. 001-4002-534.34-22.
