of one hundred fifty-five thousand fifty-nine dollars and seventy-four cents ($155,059.74) and
other valuable consideration paid to SELLER by City of Sanford, a political subdivision of the
State of Florida, hereafter known as the BUYER, receipt of which is hereby acknowledged does
grant, sell, transfer, convey, and deliver to BUYER all pipes, lines, gate valves, valve boxes,
fittings, thrust blocks, hydrants, and other goods and equipment which comprise the water, and
reclaimed water systems installed by SELLER and located on the following public easements,
fights-of-way, or tracts as shown on the record drawings, more specifically described as follows:

BUYER shall have all rights and title to the goods in itself and its assigns.
SELLER warrants that it is the lawful owner of the goods and the goods are free from all liens

RE: Reimbursement to SCC - Potable Water Line Construction
Bill -
The City Commission on 11128194 entered into an agreement with Seminole
Community College concerning the dedication of a conservation easement for
wetland mitigation and the installation of utility lines. Part of the agreement
required the City to reimburse the College for design and construction of a new
twelve (12") inch potable water line. This new water line was installed along the
new entrance road to the College from Lake Mary Blvd.
Estimates from CP&H in 1994 on the construction of the water line was for
$153,938.40. This estimate did not include design fees.
Attached is an invoice from SCC to cover this water line design and construction
for a cost of $155,059.74. This cost includes $12,147.54 for engineering design.
It is recommended that the City reimburse SCC in the amount of $155,059.74.
Funds for this budgeted item, which was rolled over from last fiscal year, are
available in account number 4514530-536-63-00.

Dear Mr. Simmons
We have prepared a preliminavj construction cost estimate as. you had requested for the
extension of the Reclaimed Water Line from Groveview Addition Park to Seminole Community
College, and a Potable Water Line from l~ke Mary Boulevard to the College. The opinions of
probable construction costs are based on preliminary sketches, and final designs may result in
a different system; althOUgh we would not expect dramatic differences. We would recommend
that as part of the final design, an Engineer's Opinion of Probable Construction Cost should be
developed.
The preliminary construction costs for the Reclaimed Water portion of the work came to
$417,540.75. The Potable Water line came to $153,938.40. Please see the attached cost
breakdown.

RE: INTERLOCAL AGREEMENT BETWEEN THE CITY OF SANFORD
AND SEMINOLE COMMUNITY COLLEGE RELATED TO
DEDICATION OF A CONSERVATION EASEMENT FOR WETLAND
MITIGATION AND INSTALLATION OF PIPELINES
On November 28, 1994, the City Commission approved the subject interlocal agreement.
The Board of Trustees of Seminole Commux~ity College approved the agreement on
December 6, 1994. City action under this agreement included execution of a Conservation
Easement covering 32-acres of wetlands at Site 10 to meet mitigation requirements for
construction at Seminole Community College. The attached Conservation Easement has
been approved 'with respect to form by St. Johns River Management District. It is
recommended that the 'City Commission authorize execution and recording of this
Conservation Easement, and the installation of required boundary corner monuments in
accordance with the attached proposal from Donald W. Mclntosh Associates, Inc. at a cost
of $1,900-.

The City's commitmen~ to provide this conservation easement is
conditioned upon the acceptability (by the St. Johns River Water
Management District) of a conservation easement over city-owned Site
10 wetlands land as generally described on Attachment "B". If the St.
Johns River Water Management District determines that such an easement
is not acceptable for mitigation purposes for the College drainage
project, the City shall be under no obligation to offer or provide
alternate property for dedication under a conservation easement.
SECTION 4. RECLAIMED WATER PIPELINE CONSTRUCTION AND
DEDICATION.
The College agrees to fund and construct a 14-inch reclaimed
water pipeline from a designated point of connection (POC) on the
south side of Lake Mary Boulevard, generally as shown on Attachment
"C", to a designated point of connection (POC) in the Hospital Road
right-of-way near the northeast corner of the College campusl
generally as shown on Attachment "C". Design/engineering for th
pipeline shall be a part of the College funded engineering/design fc
the access road. This pipeline shall be designed and constructed
City standards. It shall be installed within the right-of-way
Hospital Road and the new College access road to be construc~
between Lake Mary Boulevard and the College. Following construct
of the pipeline and approval by the City, this pipeline, together ~
an associated utility easement, shall be conveyed to the Cit~
Sanford, at no cost to the City. This pipeline shall be 14-
diameter, of suitable material and shall be approximately 4400
long. Estimated cost is approximately One Hundred and Fift~
Thousand dollars ($155,000). The College's commitment to cons
this pipeline shall be conditioned upon the City providir
aforementioned conservation easement and committing to exte
reclaimed water distribution system to the designated POC on La
Boulevard.

addressed in Section 4. This pipeline will be included in the design
by the College for the access road and reclaimed water pipeline, and
will be bid by the College as an additive bid item. The City will
reimburse the College for reasonable engineering costs for the potable
waterline and will apply for required FDEP permits using the College's
engineering design. The City will fund waterline construction costs
to the College as the p0table waterline is built by the College's
construction contractor. The College agrees to provide an appropriate
utility easement to servelthe potable waterline. The City reserves
the right to request the College to reject the additive bid for the
waterline if, at its sole judgement, the bid price for the waterline
additive bid is unreasonable.
SECTION 6. IMPLEMENTATION. Following ratification of this
interlocal agreement, the City will complete coordination with St.
Johns River Water Management District regarding the form of easement
document and the identification of specific acreage to be conveyed by
the conservation easement. The City will advise the College as soon
as these arrangements have been made and the conservation easement is
ready for execution and acceptance. During this period the College
will make preliminary arrangements for preparation of construction
documents and necessary regulatory agency permits. The City will act
as applicant for the FDEP permit using plans prepared by the College.
Following execution and acceptance of the conservation easement,
the College will proceed with completion of construction documents for
construction of the reclaimed water pipeline, and progress this
project appropriately to completion. Construction of the pipeline may
be in conjunction with construction of the new College access road
from Lake Mary Boulevard. City approval of construction documents
will be obtained prior to bid advertisement. Opportunity for City
inspection will be afforded during construction. Following completion
of construction and City approval, the pipeline and an appropriate
utility easement will be Conveyed to the Cityby the College.
The City will proceedwith preparation of construction documents
for extension of its reclaimed water distribution system to the
designated POC in Lake Mary Boulevard right-of-Way from Groveview
