The City. of Sanfoi'd, 300 North Park Avenue (P. O. Box 1788), Sanford, Fiorida 32772, the
LESSOR herein, leases upon the terms and conditions hereinaffer set out to Florida Recyclin~
Services Incorporated, the LESSEE, of 204 North Park Avenue, Sanford, Florida 32771, the
following described personal property:
one (1) 1996 Mack MR686S truck chassis mounted with an E-Z Pack 34 cubic yard
compaction body, VIN number IM2KI95CXTM008659.
and continue for an indefinite period not to exceed ninety (90) days, and shall cease upon the
c~ - lessee's purchase of the lessor's solid waste equipment in total as stipulated in the lessor's
response to the lessee' s Request for Sealed Proposal - Addendure 1, dated 5/29/98 and the
~ Proposed Solid Waste Collection and Disposal Agreement attached thereto, or upon written
.<~ notice by either party requesting termination of this agreement.
~ ca Should the lessee fail to complete said equipment purchase, in consideration the lessee agrees to
' '~ pay rental for the above equipment in the amount of one sixtieth of the agreed $76,000 purchase
price per month, or $1,267 per month in consideration for use of the equipment, All such rental
shall be due upon termination of this lease, or ninety (90) days from the commencement date,
whichever is less. Should the lessee complete the purchase of the lessor' s equipment, rental
consideration shall be considered to be the purchase of the equipment and any monthly rental fee
due under the terms of this lease shall be waived.
1. This lease contemplates the continuous rental of the above property by the lessee to
perform commercial solid waste collection for the lessor under a separate contract for
services with the lessor.
2. Lessee agrees to use the equipment solely for collection of solid waste material within the
corporate limits of the City of Sanford and disposal of same within Seminole County,
Florida, under direction of the lessor.
3. Lessee agrees, throughout the term ~fthis lease, to protect, indemnify, reimburse, and
hold harmless the lessor against any and all damages to said property. The lessee shall
insure said property at the full value as stated above against loss, theft, damage, or
destruction. Lessee shall also, at its own expense, maintain upon the equipment adequate
liability insurance against bodily injury, including death, and insurance against property
damage. The lessee further agrees to hold the lessor harmless and fully indemnify the
lessor from any claim or action on account of any injury to person or property of any
character whatsoever occasioned by the operation or handling of the equipment during the
rental period. Lessee assumes all risks and liability with respect to the use of the
equipment.
4. Lessee agrees to pay all operation and maintenance expense for the term of this lease, and
to return it to lessor in as good a condition as received - normal natural wear and tear
excepted. All such expenses shall be at the lessee' s expense. Lessee shall furnish any and
all parts, mechanisms and devices required to keep the equipment in good mechanical and
working order.
5. Ownership of the leased property described herein shall remain in the lessor, and lessee
agrees to not remove it from Seminole County unless permission is expressly given by the
lessor in writing.
6.Lessee and Lessor mutually agree this lease and agreement shall be governed by and

construed in accordance with the laws of the state of Florida and that this writing covers
all agreements between the parties hereto. No verbal statements, proposals, nor
agreements shall be binding on either of the parties hereto unless same is reduced to
writing and executed by the parties hereto and specifically refers to this lease agreement.
7. Lessee shall not assign this Lease, sell, mortgage or create a security interest in the
equipment without prior written consent of lessor.
8. Upon termination of this lease or at the end of ninety (90) days, whichever comes first, if
lessee does not purchase the equipment, lessor shall be entitled to immediate possession of
the property, and lessee shall deliver the equipment to the City of Sanford Public Works
Department in good working order.
9. In the event of default of rent owed by lessee, any past due rent shall bear interest at the
rate of eighteen percent (18%) per year.
I0. This Lease shall in every respect be binding upon the parties hereto and their respective
successors and assigns.

THROUGH DECEMBER 31, 1999. which contract is by reference made a part hereof, and is hereinafter referred to
as the Contract.
NOW, THEREFORE, THE CONDITION OF THIS OBLIGATION is such that, if Principal shall promptly and faithfully
perform said Contract, then this obligation shall be null and void; otherwise it shall remain in full force and effect.
Whenever Prinicpal shall be, and declared by Owner to be in default under the Contract, the Owner having
performed Owner's obligations thereunder, the Surety may promptly remedy the default, or shall promptly:
1 ) Complete the Contract in accordance with its terms and conditions, or
2) Obtain a bid or bids for completing the Contract in accordance with its terms and conditions, and upon
determination by the Surety of the lowest responsible bidder, or, if Owner elects, upon determination by the
Owner and the Surety jointly of the lowest responsible bidder, arrange for a contract between such bidder and
Owner, and make available as work progresses ( even though there should he a default or a succession of defaults
under the contract or contracts of completion arranged under this paragraph ) sufficient funds to pay the cost of
completion less the balance of the contract price; but not exceeding, including the other costs and damages for
which the Surety may be liable hereunder, the amount set forth in the first paragraph hereof. The term" balance of
the contract price ," as used in this paragraph, shall mean the total amount payable by Owner to Contractor under
the Contract and any amendments thereto, less the amount properly paid by Owner to Principal.
Any suit under this bond must be instituted before the expiration date of two (2) years from the date on which
final payment under the contract falls due.
No right of action shall accrue on this bond to or for the use of any person or corporation other than the Owner
named herein or the heirs, executors, administrators or successors of Owner.
Notwithstanding anything contained in the contract to the contrary, the liability of the principal and surety under
this bond is limited to the original term of the contract from JANUARY 1, 1999 to DECEMBER 31, 1999. Any
extensions or renewals of the referenced contract shall be covered under this bond only when consented to in
writing by the surety.

where we handle both residential and businesses. The Sanford and
Daytona Beach contracts are very similar, only Daytona Beach is almost
double in size. We pick up 18,000 + houses and more than 2,000
businesses.

I. Pay: Please note that we provided an extended pay matrix representative of
current "day .rates" and extended these rates to demonstrate annual earnings for job
categories. Most of our local workers elect to make as much money as possible
and, thus, prefer to work a 60 hour week. We therefore extended gross pay based
·: upon a 6 day; 10 hour per day work week for several of the positions and a 55 hour
work week for the remainder,
A. · BFi provided "day rates" based upon their new fiscal year rate and, thus, we

IDENTICAL TIE BIDS - In accordance with Florida State Statues Section 287.087,
preference shall be given to businesses with drug-free workplace programs. Whenever
two or more bids which are equal with respect to price, quality, and service are received
by the State or by any political subdivision for the procurement of commodities or
contractual services, a bid received from a business that certifies that certifies that it has

What is the program and how does it work? All FRS tracks are equipped with two way
communications. While the crews are collecting trash and recyclables they can be watching for any
emergency situations, accidents, suspicious or criminal activity and contact the FRS dispatcher, who would
in turn notify the appropriate police, fire and medical response personnel.
Training is conducted for all personnel by the local Police and Fire Depts. City of Sanford

anything that may endanger yourself, a fellow worker, or a community member.
How are the htcidcnts Reported? The FRS employee call the dispatcher and gives a complete description
ofwhat has been observed, the person or persons and the vehcle./weapon involved. They describe exactly
what they have seen and the exact location. In the case of an emergency whether it is taking place or has
already ocurred, and whether there are any injures.

History
Illinois Recycling Services, Inc. ORS) began as a
recycling company before the environmental movement

~; ~ .~',~ ~ ~. 1967 with a fleet of just two trucks and a handful of
l~it~i~ loyal customers. Our customers were primarily office
buildings and light industrial companies. We
recognized that much of their waste stream contained
recoverable corrugated material and office paper. In

began our first recycling effort. By sorting through our
customers' waste stream in order to recover the
· recyelable fibre products, we not only minimized the amount of material we sent to landfill, we
also created a marketable commodity. This helped us to lower our 6verall costs which enabled us
to pick-up refuse at lower rates than our competitors who relied solely on the landfill. Little did
we know at the time the countless benefits we were also providing to our environment. In 1967
:~ ?'. ~. there were over~.l.00 landfills in the Chicagoland area, Today,.that nUmber.hasdwindled to less
than 10. It is most certainly our ability to recognize our customers' waste stream as a source of
valuable commodities that has propelled our organization into the enviable position we hold in the

Over a span. of more than thirty years, IRS has become one of the largest independently owned
and operated prorider of solid waste and recycling services throughout the Midwest.

Affiliates
Sister company, Loop Recycling began it's operations in 1977, It operates as the processor for the
waste and recyclable materials brought in by the various hauling companies. Over the past twenty
years Loop has invested over $25 million in the development of the largest recycling and waste
processing center in the Midwest.
Our Chicago facility encompasses over 28 acres and
features a waste transfer facility, a cardboard recycling

Materials are received from commercial, residential
· municipal arid office e. nvironments. The arriving loads
Of waste materials, based on their contents, are
immediately dumped at the proper processing sorting
floor. The loads are then separated on a large volume
basis by heavy duty machinery. Each type of material
is then loaded on to a cenveyor where a far more
intense hand sorting operation is employed to fi~rther
define its generic concentration and discard foreign
substances.
The eonveyor earties the sorted material onto a baler where the material is compressed into bale
form to meet market requirements for shipment. The bales are loaded o/to trailers, railcars and
overseas containers for shipment to end markets.
Loop currently has large volume, year-round contracts with all major United States mills and with
numerous outlets, including many international markets. We take pride in our well established
worldwide product sales network and our modern fleet with over 300 collection vehicles.

Our mulch comes in four natural and popular colors:
Hardwood Brown, Cyprus Gold, Oakwood Red and
Natural. The mulch products are sold in bulk and in
individual bags for landscapers and many home
improvement centers. By processing these materials,
we are able to recover 70% of the waste stream that
would otherwise go to a landfill.
· Crestwood, IL - A licensed waste
processing, recycling and transfer facility serving the Southern Suburbs of Chicago. This full
service waste hauling recycling operation handles numerous commercial, residential and
industrial accounts.
