RE: Wastewater Residual Biosolids (Sludge) Land Application
Bill -
We have a contract with Wheelabrator Clean Water System Inc., Bio
Gro Division, for the land application and possible hauling of
our treatment plant sludge. This service was bid in 1994 and has
been extended on a year to year basis at the same unit prices.
Wheelabrator is getting out of the sludge disposal business in
Central Florida and has transferred their accounts, employees,
equipment and permitted land disposal sites to J & J Baker
Enterprises. Attached is a contract from J & J Baker Enterprises
to provide these same sludge disposal services to Sanford.
They are proposing the same cost for land applying our sludge as
Wheelabrator. This price is $140 per truck load. We currently
haul approximately one truck load per day to their sites. They
land apply the sludge and perform all required FDEP and EPA
reporting.
Their hauling costs have increased from 8324 to $370 per load.
We usually do all the hauling, but have experienced mechanical
problems with our truck in thr past that required hauling
services from the contractor. This situation has not occurred
this year and would only be required in emergencies.
It is recommended that the City approve the contract with J & J
Baker Enterprises. This would be a two (2) year contract. Funds
are currently available in account number 451-4527-536-34-07.

Wheelabrator Water Technologies Inc., (formerly known as Wheelabrator Clean Water Systems
Inc.) is in the process of transferring this contract to J & J Baker Enterprises Inc. In the
meantime, J & J Baker Enterprises Inc. will be providing subcontracting services for us in relation
to this contract.
J & J Baker Enterprises Inc. is a local Florida business providing water and waste water biosolids
management services since 1982. They currently have.over 150 water and waste water
contracts for similar clients throughout the State of Florida.
We welcome the opportunity to discuss this contract assignment with you or a representative at
your earliest convenience. Of course, upon assignment, J & J Baker Enterprises Inc. will
assume all obligations including insurance and bonding requirements. In an effort to be

This contract is in response to our re~nt meeting regarding the City of Sanfords'
wastewater cake bio solids field spreading, providing land, F.D.E.P. permitting and
reporting
As we dis usse in th meeting wo recently purchased tho central Florida dixon c d e
of Whe~labrator Water Technologies, including accounts, employees, equipment, and
F.D.E.P. permitted land sites. It is both Wheelabrators' and J&J Bakers' intent to transfer
all accounts as soon as possible, however in the interim period we are providing services
undor the same contract provisions.
For purposes of identification the City of Sanford will be referred to as "Owner"
and J&J Baker Enterprises, Inc. will be referred to as, "Contractor".
1. The Contractor will provid~ F.D.E.P. ponuitted land sites, field spreading
equipment, and labor and manag6~nent to properly land apply bio solids.
2. The Contractor will provide F.D.E.P, Agricultural Plans, monthly and annual
reporting to the Owner as needed for F.D.E.P. and U.S.E.P.A. reporling.
3. The Owner will provide the Contractor c~t quarterly dudge analysis, as
required for F.D.E2P. permitling and reporting.
4. All ~mployees of the Contractor will be covored by workmans compensation
insurance.
5. All of the Contractors equipment will be properly insured, licensed, and
permitted.
6. The Owner will haul 19 to 20 cubic yard loads with their trucks to the
Contractors permitted sites, (see attached site list). In the event the City's trucks are out of
s~Tvice~ or unavailable, the Contractor will provide trucks and trailers for hauling and
spreading, 30 to 31 cubic yards.
