Dear Mr. Walter:
We are pleased to respond to your request for a proposal for an engineering study for the Sanford
Memorial Stadium. It is our understanding that you want a study for a sum not to exceed $5,000,
and to result in an assessment of the condition of the stadium, and a cost estimate for effecting the
needed repairs to bring the stadium into original condition. The study will include a field investigation
to determine the extent of deterioration of the structure, the general condition of the electrical
service, the points of connection for sanitary and storm sewer, and the ADA access and
accommodations. We will also meet with a contractor approved by the City to discuss repair and
painting alternafxves for the stadium structure and thek associated costs. We will coordinate with the
C~ty Recreation Department to obtain their input as to the recreational functions of the facility, and
incorporate their recommendations and suggestions as to needed improvements.
We will provide the City with a report summarizing the findings of our investigation. The report will
include recommended repairs and painting procedures for the grandstand, including the roof, decking,
handrails, structural members, dugout storm drainage, plus general recommendations for electrical,
lighting, and stadium club roof. We will also include an evaluation of the stadium for ADA access
for seating and restroom facility requirements. The ADA evaluation will include a general summary
of requirements. No negotiations for alternative accommodations with any regulatory agencies will
be included such as alternative seating and restroom areas or variances, etc. We will include a
preliminary opinion of probable construction cost for the recommended improvements in the study.
The study will not include any survey, detailed drawings, structural design, or structural certification
of structure. The repair recommendations will be predicated on the assumption the original design
of the structure is sufficient for current loads and repairs will be intended to restore the structure to
its original condition.
The scope of services is further defined by the enclosed Plan of Study. We will agree to provide the
services as described for a lump sum fee of $5,000.

Per the request of the City Commission, We have requested proposals
from two Engineering Firm to conduct an "Engineering Study" of the
Sanford Memorial Stadium. Please find attached a copy of the
proposal from Conklin Porter and Holmes. Gee and Oenson Inc. has
been involved in similar work and was invited to submit a proposal,
but could not complete this study for the $5000 threshold.
