Environmental requirements for the Art Lane Landfill have become increasingly more
complex and stringent in the last few years. Presen~y the Florida Department of
Environmental Regulation, (FDEP), requires gas monitoring, which necessitates installation
of four gas monitoring wells in addition to the seven existing ground water monitoring wells.
This, in conjunction with requirements for water quality testing more extensive than those
for drinking water, precludes monitoring and sampling by our own staff. Attached is a
proposal from Ardaman and Associates to provide the following:
1. Implementation of gas monitoring program consisting of: development of gas
· monitoring plan, installation of the new gas monitoring wells, and quarterly gas
monitoring reports.
2. Complete sampling, testing, and reporting of water quality tests including: Semi-
annual ground water monitoring, bi-annual ground water monitoring and quarterly
gas monitoring.
This proposal is an extension of our present agreement with Ardaman & Associates. It is
comprehensive and includes all elements, known at this time, to meet the FDEP
requirements for monitoring. It is recommended the proposal be accepted and approved
as soon as possible. Please schedule this for the next available City Commission agenda.

Subject: Proposal for Select Florida Department of Environmental Protection Permit
Services Pertaining to the Art Lane Landfill, Sanford, Florida
Gentlemen:
As requested by Mr. Herman, Ardaman & Associates, Inc. (Ardaman) has reviewed the Florida
Department of Environmental Protection (FDEP) Rules, Permit Conditions and Permit
correspondence pertaining to the subject landfill. This proposal provides support to the City for
the monitoring and reporting pertaining to the subject permit conditions for one year. Monitoring
for this proposal refers to semi-annual ground water monitoring and quarterly gas monitoring.
In the existing permit conditions, a ground water monitoring plan implementation schedule
identities several monitoring tasks. We propose performing two semi-annual ground water
sampling events, subcontracting with an analytical chemistry laboratory to pertorm the required
chemical analyses forthese two events and preparing two semi-annual reports and one hi-annual
report for the City to submit to FDEP. The semi-annual reporting includes groundwater quality
analyses in FDEP format, water levels in all wells in atable and a groundwater contour map. The
bi-annual reporting includes total depth measurement on all wells and a written technical report
which summarizes and interprets the water quality data and water level measurements for the
past four years.
In accordance with condition number 6 of the permit monitoring plan implementation schedule,
samples from the seven ground water monitoring wells will be collected and analyzed as follows:
pH (field), specitic conductance (field), turbidity (field), dissolved oxygen (field), temperature
(field), total ammonia as N, chlorides, nitrate, total dissolved solids and the EPA 40 CFR, Part
258, Appendix I parameters including iron, mercury and sodium. These Appendix I parameters
include 18 metals and 47 organic constituents. In addition, ground water levels in all wells and
all piezometers will be measured to the nearest 0.01 foot and reported in a table plus on the
water quality analyses form. A ground water contour map for each monitored aquifer zone will
also be provided semi-annually according to Condition 18. The total depth of each well will be
checked hi-annually beginning with the initial bi-annual report in accordance with Condition 19.
Condition 20 requires that a bi-annual technical report prepared by a qualified professional be
submitted summarizing and interpreting the water quality data and water level measurements
collected during the past four years.

The bi-annual report will be completed after the 1995 water quality and water level data are all
available. Ardaman personnel will measure the water level and total depth of each well for this
report. The report will contain:
· Tabular and graphical displays of any data which shows that a monitoring
parameter has been detected, including hydrogmphs, for all monitoring wells.
· A comparison of water quality results between the shallow, middle and deep zone
wells.
· A comparison of water quality results between upgradient and downgradient wells.
s Trend analyses of any monitoring parameters detected.
· Correlations between related parameters such as total dissolved solids and
specific conductance.
· Discussion of erratic and/or poorly correlated data.
· An interpretation of the ground water contour maps, including an evaluation of
ground water flow rates.
· An evaluation of the adequacy of the water quality monitoring frequency and
sampling locations based upon site conditions.
· A comparison of measured total depth of each with that in well completion
records.
During an FDEP site inspection on April 20, 1994, the inspector's report stated that a gas
monitoring system is required at this landfill. Rule 62-701.400(9)(e)(10)(a) states that landfills that
receive biodegredable wastes shall have a gas monitoring and control system designed to
prevent explosions and fires, and to minimize oft-site odors and damage to vegetation. Since
the landfill receives biodegradable wastes, a gas monitoring system is proposed. The gas
monitoring program includes: (1) preparation of a gas monitoring plan that needs to be approved
by FDEP; (2) construction of four gas monitoring wells; and (3) performance of quarterly
monitoring as required in the rule. For purposes of the gas monitoring element of this proposal,
we have assumed that four gas monitoring wells will be installed. The wells will be seven feet
below ground and three feet above ground, two-inch diameter Schedule 40 PVC, gravel packed
in a 10-inch diameter hollow stem hole and finished with a protective pad and locking cover.
Four quarterly sampling events will be sampled and reported.
The cost estimate for this work is provided in Table 1. The monthly invoices will be based on
work expended and units performed in accordance with the enclosed fee schedule. The
maximum amount not to be exceeded without further written authorization is $25,241.00.
