Box 1788 Sanford, FL 32772-1788 RE: Engineering Proposal for Utility Relocation Work Oregon Avenue to Upsala Road Due to CR 46A Widening Project CPH Project No. S0612.00 Dear Mr. Moore: We are pleased to submit an estimated fee proposal for engineering services relative to utility relocation work due to the CR 46A Widening Project. We have reviewed the preliminary plans for the widening done by P.E.C. and our f~es relating to the existing facilities in the project area. We understand the Cxty maintains raw and potable water, reclaimed water and sanitary sewer force main (2-6" F.M.) pipelines of various types and sizes through the project area. Limits of effected utilities due to County's roadway widening project along CR 46A is between Oregon Avenue and approximately 400' east of Upsala Road. We propose to provide the following services relating to the relocation of these facilities; 1. Meeting, coordinating and reviewing the project with the City and the County to obtain available data and information on the overall scope and limits of the project, City utilities and other available existing information. 2. Review County's proposed roadway plans; check and review the potential conflict locations, evaluate the feasibility of utility relocation vs. leaving in place (where possible); review and analyze upgrading the existing water main from 12" to 16" as recommended in City's Master Water Plan; review and analyze the .existing fome main and pumping capacities and determine the sizing and location for a new force main to possibly replace the two existing force mains; discuss with the Owner and make recommendations. 3. Review and discuss with Seminole County the proposed utility location. within the roadway project limits. provide the County a preliminarily marked up roadway plan, showing the location of the proposed utilities for the County' s us to update their plans. By utilizing information from the County 's plan, generate base drawings in I" = 20' scale for the E.ngineer's use to develop the construction plans for the utility relocation work. Meet'with the City and other utility companies to field verify existing utility locations within a few target locations. (City is to schedule and notify the Engineer for field meetings.) 5. Develop preliminary engineering plans by usihg the generated base. Meet and coordinate with the City and the County. Utilize information regarding other utilities that may be required to be relocated, and incorporate the City's and the County's comments and information into the plans. 6. Develop a final engineering plan, which includes ti~e sheet, general notes, technical specifications and testing requirements, plan and profile (1" = 20' scale) and required construction details. Develop quantities and Opinion of Probable Construction Cost. Review and meet with the City and then provide the County with a copy of the final engineering plan to update the utility locations on their roadway plans prior to them sending the plans for bidding. 7. Provide up to forty (40) complete sets of utility construction plans for County's use for bidding. 8. coordinate with responsible regulatory agencies and assist the City in obtaining an FDEP and possibly a County construction permit for the work. Please note that the base drawings ~vill be generated by tracing the existing information from the County's roadway plans, which we have no knowledge of accuracy of the existing information shown. As it is covered in our scope, we would review our ties and check with the City to compare and verify the location of City's existing utilities. To further verify the existing utilities shown, a few target locations need to be field verified for existing utility locations. If the existing utility location is found to be different from what is shown on the County's plan, we may require additional survey information for proper development of our final engineering plans. We will attempt to obtain a copy of the County' s subsurface investigation report for the proposed roadway project (if available). However, an individual soils report pertaining to the City utility work may be needed to specifically inform us of any specific treatment that may be needed for proper construction of the pipeline. The fee for this work is not included in our proposal. If additional soil work is needed, we propose to solicit proposals from soils subconsultants, and coordinate with you for your authorization. We would be pleased to meet and discuss -with you the scope of services as outlined above and fu.rther described on attached plan of study. The Engineer's estimated fee, based on the manhours contained in the attached Plan of Study, is $36,975.00. If the above described services and estimated fee associated with the services shown are acceptable to the City, please sign one (1) copy of this letter proposal in the space provided and return it to us for our records. There are a number of City utility lines that will be impacted by this road work. Some of these lines are on City property (Golf Course) or dedicated City easements. Seminole County is requesting information on these lines including proposed line relocations. There is a considerable amount of engineering work required from the City in order to accomplish the utility relocations. Attached are two copies of a proposal that I requested from CP&H to accomplish this work. Based on certain assumptions, they have estimated their engineering fee at $36,975. It is recommended that the City enter into an agreement with CP&H and accept this proposal. PM/ap attachment
