MARKET PLAN
The Consultant shall prepare a brief market summary
showing what market share can be proposed for downtown/water-
front Sanford. Will include projections of square footage, units
and rooms as appropriate for hotels, apartments, housing, office
retail, institutional, and other commercial and residential
land uses.
MASTER PLAN
The Consultant shall prepare a master plan showing proposed
location of the market share as identified in the market plan
for downtown/waterfront~Sanford . The master plan shall specifi-
cally identfy activity centers (image cen%ers) where development
can be proposed to begin.
TARGET IDENTIFICATION
The Consuitant shall provide a preliminary list of potential
candidates to be approached for development in the activity
centers. The Consultant shall also provide recommendations
as to what marketing material should be developed for specific

SANFORD MAIN STREET COORDINATION
In addition to the coordination with the City ofd Sanford
and the Waterfront Committee, the Consultant shall review and
use where it Overlaps with this study, the information, in-
ventory, surveys and market studies of Sanford Main Street, Inc.
Where studies by Main Street are in progress or soon to be in
progress the Consultant will make every attempt to use their
findings where it might overlap with this study.
COMPENSATION AND GENEPJ~L TE~MS
1. Market Plan, Master Plan and Target Identification;
and two (2) public meetings with a joint Waterfront/
Main Street Committee Consultant to be paid - $2,000.
2. Work to be billed on 1st and 15th of each month. Payment
to be made within 30 days of invoice.
3. So that Consultant does not have unreasonable expenses
the City shall provide reproducable base maps and shall
provide the necessary copies for distribution to be
made from originals provided by the Consultant.
