Sanford, Florida 32772 RE: Implementation Proposal Sanford Police Department Remedial Action Plan FDER Facility # 598520695 Dear Mr. Simmons: In response to your request during our meeting on Tuesday, February 24, 1998, Florida Environmental Assessments, Inc. (FEA) proposes additional implementation of the Sanford Police Department Remedial Action Plan (RAP). Also, this letter is to confirm the assignment of the original Florida Environmental Management, Inc. contract to FEA on February 1, 1995. FEA will continue to perform activities as per the original contract dated December 10, 1993. Activities performed as per the original contract have resulted in a reduction of the groundwater and soil contamination at the Sanford Police Department. The current status of the remediation identifies the contamination being reduced from the outer monitoring wells and is now confined to an area on and immediately adjacent to the police station. Although a significant reduction of contamination has occurred, the levels on the police station site and immediate adjacent areas are not yet at or below FDEP requirements. As agreed in previous meetings with you. the monies identified for the Site Rehabilitation Completion Report and Monitoring Plan were spent for continued soil, groundwater remediation and quarterly sampling of the outer monitoring wells. As of this letter, three quarterly sampling events have been performed. The fourth quarter sampling event will be scheduled, as per your instructions, within the next two weeks. Should the samples find analyticel results below the FDEP action levels, this would provide a complete set of data for a request for possible NFA on those wells with no detectable contamination. FEA proposes a continuation of the groundwater remediation with the current method and the Air Stripper System in place.
