484-Kirchoff LAND USE AGREEMENT This agreement is made and entered into by and between the CITY OF SANFORD, with its principle place of business located at City Hall, P.O. Box 1788, Sanford, FL 32772, hereinafter referred to as the "City", and WILLIAM E. KIRCHHOFF, with his residence located at 2044 Hibiscus Court, Sanford, FL 32771, hereinafter referred to as the "Owner." Owner: The Owner agrees to provide a site for the construction and maintenance of a lighted City owned welcome sign of the general size and dimensions as shown on the attached drawing and specifications. The sign shall be placed on the owners property located near the intersectionof Summerlin Avenue and East Twenty-fifth Street, on lot 21, block 11, Wynnewood Subdivision, Sanford, Seminole County, Florida. The owner agrees to allow the City or authorized agents access to construct the sign and related electrical and water utilities, to landscape and maintain areas around the sign and along the sign's sight path to west bound traffic on East Twenty-fifth Street. The sight path may include portions of property along the south side of lots 22, 23, and 24 of block 11 in the Wynnewood Subdivision. The owner shall assume no expense that may be incurred during construction, maintenance and repair of the sign, utilities or landscaping. City: The City agrees to construct and maintain the municipal welcome sign, related utilities and adjacent landscaping. Such landscaping may include sod, annual flowering plants, trees and shrubs. The City agrees the sign's purpose is of civic nature and that the message panel will be used to publicize information of general community interest. The City agrees to pay for any and all expense that may be arise from the placement of the sign and landscaping. The City agrees that use of the site is solely by the permission of the owner and the City shall not acquire further rights to the use of the site other than those specified herein. Should the sign be removed for any reason, the City agrees to replace disturbed areas of the site to a level and grassed condition. Term: The term of this agreement shall be a minimum of two (2) years from the date of this agreement and perpetual unless either party for any reason shall choose to terminate it upon expiration of the initial two year minimum. Should either party decide to terminate the agreement and removal of the sign becomes necessary, written notice of at least one-hundred and twenty (120) days shall be required before the sign must be removed, executed in triplicate, this ,1993. Kimrchhoff~ SANFORD WELCOME SIGN GENERAL SPECIFICATIONS There are four elements which comprise the sign assembly; the welcome sign, the changeable message panel, the background fascia. These three elements will form a single faced display mounted on the fourth element, a background support stanchion. Bidders shall submit bids for a completely installed and supported sign assembly. The City of Sanford will provide electrical and water service tc the site subsequent to sign installation, neither service will be provided during sign installation. The Bidder shall install lighting and associated electrical wiring within the support structure. It is anticpaled the City will install a total of four identical signs. I. Welcome Sign A. Design Approval 1. Basic design shape and dimensions as shown on attached drawing. 2. Submit a full sized pattern for City approval. NO fabrication is to begin before bid -. award and design approval. 3. A full sized, full color composite on the central art oval will be submitted for approval of design and color. 4. Color samples of all proposed color finishes will be submitted, along with manufacturers names and technical specifications. 5. A 12" x 12" minimum sample of redwood sign section, with color finishes will be required for approval. - B, Sign Construction 1. Signboard shall be constructed of first quality redwood 2"x 6" boards, minimum of I ~" thick, with dowel or spline glued joints. a. Redwood shall be kiln dried vertical or semi-vertical grain with desired minimum 15 growth rings per inch, 15% maximum moisture content. b. Glue shall be resorcinol 2 part resin/catalyst or approved equal. C. Grain shall run horizontal throughout sign face. Boards selected for use shall be similar in grain, coloring and weight. 2. Background shall be sandblasted, leaving letters, border and oval smooth and at original wood su~ace level. Background will be "stage' blasted" to give a different relief depth to the background. Continuous area around letters shall be the deepest. Deepest sand carved areas shall be ~" deep. Shallow areas shall be least ~." deep. Indicate on full sized approval drawing the areas and depth of sandblast relief. 3. 2" x 4" redwood flatgrain vertical bracing shall be glued to back surface of signboard before finishing. Countersunk stainless steel screws of appropriate length on 6" centers shall secure braces to sign face dudng gluing process, and remain thereafter (2"x 4" brace shall be glued on 2" side). Choose screw length so that no part of screw is visible on the front surface of sign. Braces shall be on 2' centers at 1 ', 3' & 5'. Sign Bid, page 1 of 4 5. ,Oval pictorial substrate shall be ~" Duraply/MDO plyboard, covered on two sides. Finishes shall be per section "C". Attach to smooth area of redwood signboard with countersunk screws, putty filled and smoothed, surface finished to match design decoration of surrounding area. Screws 6" minimum on center. C, Finishes Finishes shall be provided using first quality paints from recognized manufacturers and from readily available sources. It is the intent of the City to repaint or retouch as necessary with City personnel. Per Section I · A · (4), a complete list of brand names, specifications and sources shall be furnished. Any "custom mixed" color shall be accompanied with the exact mix formula. 1. Redwood finishes for sandblasted areas shall be first quality flat finish latex opaque stains, minimum of six light coats. Do not thinl Allow a minimum of 12 hours between coats. 2. Relief letters and border shall be undercoated w'rdn "Signlife" FIRST STEP, one light coat of an approved brand of "block-out" white enamel;undercoat, & minimum 2 light coats of a finish color of sign background enamel. Allow 24 hours between all above finish operations. 3. Edges and back surfaces shall be finished in the darkest of the background colors per same specifications for background finish procedure.. 4. Oval art element shall be silkscreened, using a "posterized" color technique. Use a minimum of 4 colors. all to be silkscreened. · a: Per Section I, A · (3), submit a full sized color mock-up showing design and color breaks. Background finishes for oval before silkscreening shall be per C · (2), front and back surfaces. Edges shall be thoroughly filled and sealed. b. Silk screen inks shall be pre-m'txed colors of "NAZ-DAR" gloss enamel or approved equal. Color samples shall be submitted with mock-up. c. Silk screens used in original sign production by the manufacturer shall be furnished to the City at the time of delivery of sign/signs, as a part of this contract. Screens shall be of first quality, fine mesh material. Designs may be hand-cut or photo produced, lacquer or water soluble film. Complete specifications must be furnished to City. II. Changeable Messaqe Panel A. Changeable message panel cabinet .shall be 5' long, 1 '- 9" high and a minimum of 3" deep. Cabinet shall be of heavy gauge aluminum or approved equal, (submit specs w'~h bid), welded construction where possible. B. Face retainer shall show no exposed fasteners. Retainer shall be water tight, hinged at top with continuous stainless steel hinge. Provide two internal locking assemblies at bottom edge. C. Face shall be 4" dear Lexan or approved equal. D. Provide 4" Helvetica "Wagner" font (or an appreved equal font), black letter, clear back ground, with 2 rows of track fastened to back of cabinet interior. E. Fasteners holding cabinet to background shall be inside cabinet. Sign Bid, page 2 of 4 III. ~ Background Fascia Panel A. The background facia panel shall be mounted to the background support stanchion. Backbracing shall be 2" x 4" cedar, constructed at a minimum of 2' on center, or as is necessary to accommodate shape. Provide cross bracing at a minimum of 2' on center as a necessary to accommodate shape. Finish shall be as per specs for fasda panels. B. Fascia material shall be made from first quality rough sawn cedar 1" x 6" boards with a ~". x ~" routed front edge to produce a 1" x ~" vertical reveal when two panels are joined. C. Edge molding shall be first quality ~" rough sawn cedar cut to required shape and screwed to fascia panel with stainless steel screws.. D, Three of the vertical 1" x 6~ fascia boards must be screw mounted, with stainless steel screws, to 2" x 4" backing framework. These will be removed on site for mounting to stanchion and then replaced when background element is secure. E. Mounting elements for welcome sign and message panel shall be of aluminum angle assembly, ~" minimum thickness, secured to stanchion, and protruding through background assembly at predetermined points to insure level and propedy positioned sign elements. Submit proposed assembly details with bid. Special consideration shall be given to make all sign elements as "vandal proof" as possible. F. Finish shall be 6 coats latex stain of approved color & spees. IV. Stanchion Support Structure and Footer A. Basic design shape and d~imensions of stanchion shall be as shown on attached drawing. Construction shall be of reinforced concrete block with footer. B. Design shall be submitted with bid. C. Sign lighting shall be placed within footer. D. Decorative poles are to be provided by others or not installed, V. Alternate I Bidder shall submit an alternate bid for providing the first three elements only, (I. Welcome Sign, II. Changeable Message Sign, III. Background Fascia Panel); The City shall provide item IV., Stanchion Support Structure, and associated footer and lighting. City construction of item IV. shall be done per the bidders' specifioations Which shall be submitted with the bid. Bidder shall provide direction and specifications for City staff during construction of the stanchion. VI. Alternate II Bidder shall submit an alternate bid for providing the first two elements only, (I. Welcome Sign, II. Changeable Message Sign). The City shall provide item IlL, Background Fascia Panel and item IV., Stanchion Support Structure, and assodated footer and lighting. City construction of item III, and IV. shall be done per the bidders' specifications which shall be submitted with the bid.
