Subject: Proposal for Oregon Avenue Wellfield Development Program
Dear Mr. Simmons:
As requested, we submit this proposal for the subject project. The project
involves design and construction of a new city wellfield on an approximately
12-acre site off Oregon Avenue in Section 32, T19S, R30E in north-central
Seminole County. We propose the following tasks based on our understanding of
the project.
1. Collect basic data
2. Prepare preliminary report
3. Prepare bid specifications for field testing program
4. Assist during bid process
5. Assist with SJRWMD permitting
6. Assist with Conditional Use Permit with County
7. Perform field testing program
8. Analyze field testing program data
9. Modify specifications for test/production well - if necessary
10. Supervise Test/Production Well Modifications - if necessary
11. Document yield of production well
12. Prepare well completion report
The following paragraphs explain the scope of work for these tasks.
Collect Basic Data
In this task the basic data will be collected on existing wells in the area, known
pesticicle applications in the area, and on available geology and groundwater
literature. These data will include published and unpublished reports, soil surveys,
and well logs of water wells drilled in the area. Information contained in our files
for other projects near the site will also be reviewed. The Florida Department of
Agriculture and the Department of Environmental Regulation will be contacted
about historic pesticicle application in the area. Black and white photographs will
be studied and a site visit will be conducted by a senior hydrogeologist to perform
lineament analyses, to examine topography, land use, pollution source and surface
water features in the area and to finalize locations of test holes and test wells.
Local well drillers will be contacted to obtain construction data on wells in the
area.

As part of this basic data collection task, a reconnaissance field survey is
proposed to evaluate the pesticide residue in the area. Water from selected wells
and Twin Lakes will be sampled and analyzed. Two or three temporary surficial
aquifer monitor wells up to 30 feet deep will be drilled to sample the soil and
water of the surficial aquifer. Two of these wells will be located onsite to be used
to document the presence or absence of pestieides in the surfieial aquifer at the
proposed wellfield site. In addition, if permission can be obtained from the land
owners of known pesticide application(s), soil and water sample will be obtained
for analysis of EDB.
The onsite water in the shallow aquifer will be analyzed for compliance with
primary and secondary drinking water standards if evaluation of conditions on and
near the site indicate the possibility of pollution of the surficial aquifer.
Prepare Preliminary Report
A preliminary report will be prepared containing data collected during the basic
data phase, analysis of the data and recommendations for the field testing
program. The preliminary report will also discuss preliminary recommendations
for wellfield design. The report will be discussed in detail with the City prior to
finalizing the field testing program.
Prepare Bid Specifications for Field Testing Program
The bid specifications for the test/production well and the production pump will
be prepared in accordance with the City of Sanford bid process procedures.
Informal discussions will be held with 2 or 3 well drillers who construct large
diameter wells as an aid in preparing the specification for the field testing
program. The bid specifications will involve the test production well, the
production well, the performance testing, the disinfection and water quality
testing for the production well and the pump for the production well It is our
understanding that the Phase i wellfield will consist of one well with a capacity at
least 1000 gpm.
Assist During Bid Process
A prebid meeting with the prospective bidders may be desirable. Conversations
will occur with the bidders and with the City staff during this bid process. An
evaluation of the bids will be performed. We will also attend the pre-construetion
meeting with the selected contractor.
Assist with SJRWMD Permitting
In this task two types of permitting will be involved: (1) a construction permit and
a temporary consumptive use permit for the well and pumping during the field
testing program and (2) the modifications to the existing consumptive use permit
(CUP) for the City. The CUP modification will not involve an increased water use
for the City. We envision the second permitting effort to be only a letter
explaining the modification to SJRWMD.

Assist with Conditional Use Permit with County
We anticipate that one of our staff members will attend the County meeting
having prepared up to two or three exhibits. Consultations will be held with the
City to develop the presentation eontent. The precise scope of work for this task
is not certain. More than one public meeting would be beyond the scope of this
proposal. It is our understanding that the work effort will occur during the bid
. process period.
Perform Field Testing Program
In this task the mutually agreed field testing program at the wellfield site would
be implemented. We envision the following activities for this program. A large
diameter casing (20-inch) will be grouted into the top of the Floridan aquifer at a
depth of approximately 100 to 150 feet. Approximately 30 to 40 feet of 26-inch
pit casing may be necessary to allow the 20-inch casing to be emplaeed in the
aquifer. Both casings will be pressure grouted from the bottom up to land surface.
A 10-inch open hole will be drilled into the Floridan-aquifer to ascertain the
quality of the water and the aquifer eharaeteristies~ especially the high yielding
water zones. Water samples will be collected for ehemieal analysis at intervals
during drilling using a submersible pump or other method that does not introduee
air into the sample. Samples will be collected at relatively close intervals at the
top of the aquifer and at progressively greater intervals at deeper depths. Drilling
will be terminated when it is determined that sufficient water is available in the
well to satisfy the demands of a production well or at a depth of not more than
600 to 700 feet to eliminate the possibility of encountering salty water. The well
will then be test pumped to determine water quality, yield and aquifer
characteristics.
Analyze Field Testing Program Data
At this time all data obtained during the basic data and field testing programs will
be analyzed and consultations will be held with City of Sanford personnel. If it is
mutually agreed that there is no contamination in the water at the test/production
well and little or no likelihood of contamination in the future, then the
test/production well would be considered a production well without modifieation.
If it is deemed advisable to modify the test/production well, we would then
proceed with the next two tasks. If no modification is deemed neeessary~ we will
proceed to document the yield of the production well with the installed pump.
Modify Specifications for Test/Produetion Well - If Necessary
In this task the .eontraet with the well drilling firm for the production well and
pump would be modified as agreed upon during eonsultation between Ardaman &
Associates, Inc. and the City of Sanford.

Supervise Test/Production Well Modifications - If Necessary
In this task we anticipate a senior technician to be on the job site with the
contractor to be sure the well is modified in accordance with the specifications.
Document Yield of Production Well
In this task we propose to supervise the performance testing of the production
well. Ardaman & Associates, Inc. will furnish a senior technician and the
instrumentation truck to supervise a 8- to 12-hour pump test. Drawdown in the
production well will be documented. The well drilling contractor will furnish the
pump, the flow measuring device and sufficient piping to discharge water to Twin
Lakes. Water samples will be taken from the production well by the contractor
for the analysis of the drinking water parameters as required by the Florida
Department of Environmental Regulation (FDER). The contractor will install the
pump, disinfect the well, collect the required water samples and have them
analyzed and secure the well.
Prepare Well Completion Report
In this task a report will be prepared to document as-built conditions of the well,
summarize performance test data, interpret aquifer characteristics, recommend
pump settings and project maximum drawdown levels for different pumping
rates. The City will need to provide elevations to the top of the well head.
Fees
The estimated costs for this proposal is summarized in Table 1. The monthly
invoices will be based on time expended, materials/equipment used and lineal feet
performed in accordance with the 1988 fee schedule. Subcontractor costs
included in this proposal are $2,500 to $3,500 for chemical analyses during the
basic data collection and field testing programs. The well drilling contractor
costs for the test/production well program are not included in this proposal. The
estimated costs of $4,000 to $5,500, if needed, to modify the test/production well
are not a part of this program. The maximum total costs not to be exceeded
without further written authorization is $27,900. The work can begin within two
weeks of notice to proceed.
