COMMUNITY 'DEVELOPMENT BLOCK GRANT
INTERLOCAL AGREEMENT
THIS AGREEMENT iS made and entered into this ~.~day
political subdivision of the State of Florida, whose address is
Seminole County Services Building, 1101 East First Street,
Sanford, Florida 32771, hereinafter COUNTY, and the CITY OF
SANFORD, a Florida municipal corporation, whose address is 300
North Park Avenue, Sanford, Florida 32771, hereinafter CITY, for
the express purpose of amending the sub-grant of a portion of the
COUNTY's Community Development Block Grant, hereinafter CDBG, to
the CITY.
WITNESSETH:
W~EREAS, the COUNTY was awarded a CDBG by HUD, said CDBG
being assigned Grant Number B-87-UC-12-0010; and
WHEREAS, the CITY and the COUNTY entered, on September
23, 1987, into an Agreement in order to cause the successful
planning and implementation of the CDBG in terms of implementing
the housing rehabilitation program for the Goldsboro area of the
CITY; and
WHEREAS, said Agreement has been amended on two previous
occasions; to wit: December 21, 1988 and June 13, 1989; and
WHEREAS, the parties now desire to amend said Agreement
as set forth herein in order to facilitate the requirements of the
COUNTY and the CITY:
NOW THEREFORE, in exchange for the covenants, promises,
and other good and valuable legal consideration, the receipt and
sufficiency of which is hereby acknowledged, the parties hereto
hereby agree as follows:
PARAGRAPH 1. AMENDMENT. Section 2, (a) and (f) of the
Agreement, dated September 23, 1987, as amended, and entitled
SEMINOLE COUNTY/CITY OF SANFORD COMMUNITY DEVELOPMENT BLOCK GRANT
INTERLOCAL AGREEMENT is amended to read:

SECTION 2. SUB-GRANT.
(a) The COUNTY agrees to sub-grant the sum of T~{REE
HUNDRED TEN THOUSAND AND N0/100 DOLLARS ($310,000.00) from CDBG
funds to the CITY for the purpose of physically renovating and
rehabilitating owner-occupied single-family dwelling units in the
Goldsboro area of the CITY as depicted in Exhibit "A" hereto;
provided, however, that such funds shall only be used to assist
low and moderate income households as defined at Section 570.3 (n),
Code of Federal Regulations; provided, further, however, that the
CITY, in demonstrable exigent or emergency situations may provide
assistance, under the terms of this Agreement, to low and moderate
income households in areas of the CITY not depicted in Exhibit "A"
hereto.
(f) The CITY shall be responsible for procuring at its
sole expense any and all personnel necessary and required to
administer and implement the sub-grant of CDBG funds; provided,
however, that the CITY may expend up to EIGHT-ONE THOUSAND SIX
HUNDRED AND N0/100 DOLLARS ($81,600.00) for such costs of
administration and implementation and the CITY covenants and
agrees that no less than the remaining TWO HUNDRED TWENTY-EIGHT
THOUSAND FOUR HUNDRED AND N0/100 DOLLARS ($228,400.00) shall be
expended in assisting low and moderate income household dwelling
units by causing said dwelling units to be physically renovated or
rehabilitated by means of dwelling unit renovation,
rehabilitation, construction, reconstruction, demolition,
clearance, acquisition, or household relocation and other related
activities consistent with the terms of this Agreement.
PARAGRAPH 2. EFFECT ON AGREEMENT. NO part of the
aforementioned Agreement of September 23, 1987, as amended, shall
be amended except Section 2, (a) and (f) thereof and all other
provisions. of the Agreement, as amended, shall continue in effect
as set forth in the Agreement.
IN WITNESS WHEREOF, the parties hereto have executed
this Agreement on the respective dates under each signature:
COUNTY executing same through its Board of County Commissioners

and signature by its Chairman, authorized to execute same, and the
CITY executing same through its City Commission by signature by
its Mayor, duly authorized to execute same.
