in the year Nineteen Hundred and Eighty-Eight by and between the
CITY OF SANFORD, FLORIDA (hereinafter called the CITY) and
CONKLIN, PORTER & HOLMES-ENGINEERS, INC. (hereinafter called the
ENGINEER), is mutually agreed upon and declared an authorized
Amendment to an Agreement dated December 17, 1987, between the
parties, herein setting forth the scope, terms and conditions of
the work herein authorized.
The City's Master Water Plan calls for the addition of a third
high service pump at the main water treatment plant at Mayfair
Golf Course. The treatment plant building was originally
planned in the early 1960's for this expansion to accommodate
additional pumping capacity. Discussions with City staff have
indicated that it is the City's desire to retain the original
architectural concepts of the building and to design the
original planned expansion to house an additional pump. Piping
will be planned and designed for a future fourth pump in this
building addition.
The existing instrumentation and control system is antiquated
and has been modified over the years. The addition of another
pump would call for a new control system for all three pumps,
eliminating and replacing the existing system. Consideration
will be given to all new instrumentation and an estimate will be
given to the City in the early phase of the engineering work so
the City can determine if such new instrumentation will be
within budgeting constraints. Consideration will be given to
remote information transmission by radio signals.
The City also requires additional auxiliary power generating
capacity at the auxiliary water treatment plant and has
determined that the existing generator at the Main Water
Treatment Plant should be so relocated to meet that need. The
City will, therefore, require a new auxiliary generator,
properly sized, with automatic transfer equipment, to be
installedat the main water treatment plant. A new extension to
the south end of the building to house a larger generator and to
store chlorine cylinders will be designed. The City has
recently reworked the chlorine feed equipment and provided for
automatic residual analysis, and no change to that system is
contemplated.
A structure is needed at the auxiliary plant to house the
relocated generator from the main plant. Electrical power
components will also need to be added to the auxiliary plant, or
modifications made to the existing components, if practical.
The additional pumping capacity will require modifications to
the water flow metering system. The equipment should be
considered for adequate capacity, reliability, and other factors
due to its age and new capacity requirements.
The noise of the pumping equipment is an annoyance to the
operators and it is the City's desire to incorporate sound
blocking features in this improvement to make the operations
area quieter. It is agreed that this will be accomplished by
doubling the existing glass wall.
I. SERVICES HEREIN TO BE PROVIDED:
A. BUILDING CONSIDERATIONS
1. The Engineer will examine the existing building to
evaluate possibilities for its expansion.
2. The Engineer will examine old Plans of the structure.
3. The Engineer will employ the services of an Architect
to prepare construction plans, details and
specifications for the building expansions, north and
south ends.
4. In conjunction with the Architect, consider
availability of materials for the expansion to match
the existing building as closely as possible.
5. Provide general coordination with the Architect to do
building plans, etc.
6. Provide plans for an "open-type" naturally ventilated
structure at the auxiliary plant to house the generator
which is to be relocated from the main plant.
B. PUMPING - PRELIMINARY CONSIDERATIONS
1. Review and determine system head.
2. Cursory review of alternative pumping arrangements
(i.e. horizontal split case or vertical pumping can.;
sizes and prices).
3. Examine efficiencies of different pumps.
Consider effects on generator sizing.
5. Review above considerations with City and select
configuration and types of pumps.
6. Review capabilities of existing flow metering system.
C. GENERATOR - PRELIMINARY CONSIDERATIONS
We understand that it is the City's desire to move the
existing generator to the auxiliar~ plant and procure a new
generator for this main plant. The existing generator from
the main plant is to be housed in a compatible structure
adjacent to, or connected to, the existing building at the
auxiliary plant. An automatic transfer switch is also to
be installed and other electrical power components at the
plant changed or replaced as appropriate and agreed upon b~
the City. No services in connection with the existing
generator at the auxiliary plant are included in this
proposal.
1. Consider regulatory requirements.
2. Consider the size of the generator needed.
3. Consider the space needed for a new generator.
4. Installation of generator at the auxiliary plant
(assume adequate space is made available).
D. CHLORINE HANDLING AND STORAGE
1. Sketch arrangement of building, truck unloading, and
· hoist railing to provide for unloading and storing ton
cylinders.
2. Review arrangement and preliminary concept with City.
3. Prepare preliminary plan.
E. INSTRUMENTATION AND CONTROL SYSTEM
1. Prepare alternatives for updating instrumentation and
control systems.
2. Prepare preliminary opinions of probable cost for these
alternatives.
3. Review alternatives and costs with the City.
F. CONSTRUCTION PLANS
1. Prepare base plan showing existing building and piping.
2. Depict new pump, with piping, valves, controls,
foundation and other items needed for construction
contract purposes.
3. Depict generator and load transfer gear locations and
construction details.
4. Evaluate existing fuel system and depict modifications
or replacements.
5. Design and draw chlorine system, hoist rail, and
support system.
6. Design and draw driveway modification for chlorine
delivery.
7. Coordinate with Architect on the details of the related
building modification.
8. Prepare plans of needed building expansion(s) to
accommodate above functions.
9. Prepare plans for new instrumentation and control
system.
10. Prepare plan of site work showing miscellaneous small
piping, etc. No major modifications to parking,
drives, or walkways are anticipated or included, except
as may relate to chlorine delivery and unloading.
11. Prepare Cost Estimate and discuss with City.
12. Prepare Specifications and construction documents.
G. PERMITS
1. Prepare DER Application for Permit to construct the
improvements.
2. Follow the permit, providing additional information if
needed.
H. AUTHORIZATION OF SERVICES AND PAYMENTS TO THE ENGINEER
It is the intent of this Amendment that, upon execution
of the same, all services described herein are
authorized to be performed.
We will work under the City's direction and control
during the performance of the above scope of work.
Surveying and soils engineering services, if needed,
will be recommended to the City for approvals as an
additional service, and are not included in this scope.
For the performance of the Scope of Work described
herein, payment to the ENGINEER by the OWNER shall be
on the basis of cost times a multiplier of 2.10, in
accordance with Section II, PAYMENT FOR SERVICES,
Paragraph C of the Agreement dated December 17, 1987.
The not-to-exceed fee for the scope of work herein
authorized is $51,100.00, including those
subcontractors' services listed in the attached Plan of
Study. Any additional subcontractor or specialist
services which may be required will be billed to the
OWNER additionally.
IN WITNESS WHEREOF, the parties have caused this Amendment to be
executed as of the day and year hereinabove set forth.
