883-Glatting, etc. traffic stud Exhibit A SCOPE OF SERVICES Comprehensive Planning Consulting Services Agreement City of Sanford: RFPS 98/99 - 12 WORK ORDER NO.: 0__2 Hotel - Conference Center Traffic and Parking Study Glatting Jackson Project No. 16266.0 : ' September 20, 2001 The project involves development of 40,000 - 50,000 square feet of multi-purpose exhibit space, a 100- seat amphitheater, 15,000 - 20,000 square feet of meeting space, a 200-room hotel and 25,000 - 35,000 square feet of retail/restaurant space. The City of Sanford (the Client) desires a traffic study to estimate the impact of the proposed hotel and conference center, developing and analyzing alternative traffic circulation patters, and projecting weekday and weekend parking demand. For this work order Glatting Jackson will provide the following services: Project Management - In addition to the specific services detailed below, Glatting Jackson shall provide services for management of the project including coordination with the Client's representative, coordination of the work of professionals who are subconsultants to Glatting Jackson (if any), monitoring of the project schedule as it relates to this scope, and timely invoicing and reporting of project progress. Coordination of the Work of Subconsultants to Glatting Jackson - The Client hereby acknowledges and agrees that Glat~ing Jackson will assume responsibility for the coordination of work produced by any subconsultants to Glatting Jackson as Project Manager for the project. However, the Client agrees that Glatting Jackson does not bear aay liability for the technical accuracy of work prepared by others. All professional firms working on the project shall bear separate responsibility and liability for the work prepared by them. PART 1 - TRAFFIC IMPACT ANALYSIS Task 1 - Prepare Traffic Impact Analysis - Glatting Jackson will conduct a traffic impact analysis for the proposed hotel and conference center. The study wilI based on City, County and State plans including adopted level of service standards and planned and programmed transportation improvements. The key elements include the following: Meet with Client to determine the development program and preIiminary site plan; Evaluate existing roadway conditions; Estimate weekday and weekend traffic demand, existing and project; Deterrhine distribution of project traffic; Conduct an analysis of road~vay links and intersections within one mile of the site; Identify specific traffic circulation improvement and transportation management needs; Prepare and submit a Traffic Impact Analysis Report to the City of Sanford; and Meet with City of Sanford staff to review the progress and findings if necessary. Task 2 - Attend Team Meetings and Client Review - GlaRing Jackson will attend up to two (2) meetings with City to discuss the progress and findings of the study. The City will review Glatting Jackson's Draft Report and provide written comments to GlaRing Jackson for incorporation into the Final Report. Major revisions or additional tasks requested by the City shall be considered an Additional Service. Deliverables - As a result of these tasks, Glatting Jackson shall produce the following: One (1) Draft Report of the Traffic Impact Analysis One (t) Report of the Traffic Impact Analysis PART II - ALTERNATIVE TRAFFIC CIRCULATION PATTERNS Task 3 - Develop Recommendations for Alternative Traffic Circulation Patterns. The key elements include the following: Review existing traffic circulation; · Review impact of the hotel and conference center on the existing roadway system; · Develop alternative circulation patterns; · Analyze the impacts of the alternative patterns; Provide general cost estimates for recommended infrastructure improvements; · Prepare and submit recommendations; and · Meet with City of Sanford staff to review findings if necessary. Task 4 - Attend Team Meetings and Client Review - Glatting Jackson will attend up to two (2) meetings with Client and other project team members to discuss the progress and findings of the study. The City wiII review Glatting Jackson's Draft Report and provide written comments to Glatting Jackson for incorporation into the Final Report. Major revisions or additional tasks requested by the City shaII be considered an Additional Service. Deliverables - As a result of these tasks, Glatting Jackson shall produce the following: One (1) Draft Report of Alternative Traffic Circulation Patterns One (1) Report of Alternative Traffic Circulation Patterns One (1) Map Showing Recommended Circulation Plan PART III- WEEKDAY AND WEEKEND PARKING DEMAND Task 5 - Estimate the weekday and Weekend Parking Demand for Existing Conditions and future Conditions with Buildout of the Hotel and Conference Center. The key elements include the following: Re\jew existing parking facilities; Update parking occupancy for adjacent pablic parking facilities; · Rex jew demand for existing parking facilities by hour, duration, and destination; Quantify the need for additional parking facilities: Provide cost recommendations and cost estimates; Prepare report and submit to the City of Sanford; and · Meet with City of Sanford to discuss findings, if necessary Task 6 - Attend Team Meetings and Client Review- Glatting Jackson will attend up to two (2) meetings with Client and other project team members to discuss the progress and findings of the study during the process. The City will review Glatting Jackson's Draft Report and provide written comments to Glatting Jackson for incorporation into the Final Report. Major revisions or additional tasks requested by the City shall be considered an Additional Service. Deliverables -'As a result of these tasks, Glatting Jackson shall produce the following: One (1) Draft Report of the Estimate of the weekday and Weekend Parking Demand for Existing Conditions and future Conditions with Buildout of the Hotel and Conference Center One (1) Report of the Estimate of the weekday and Weekend Parking Demand for Existing Conditions and future Conditions with Buildout of the Hotel and Conference Center PART IV - ADDITIONAL SERVICES Task 7 - Additional Services - Glatting Jackson will provide AdditionaI Services as mutually agreed upon between Gtatting Jackson and the Client. PROJECT: Hotel-Conference Center Traffic and Parking Study CITY: SANFORD, A MUNICIPAL CORPORATION OF THE STATE OF FLORIDA CONSULTANT: GLATTING JACKSON KERCHER ANGLIN LOPEZ RINEHART, INC (GLATTING JACKSON) Execution of the Work Order by CITY shall serve as authorization for the CONSULTANT to provide for the above project, professional services as set out in the Scope of Services attached as Exhibit "A,' to that certain Agreement between the CITY and the CONSULTANT and further delineated in the specifications, conditions and requirements stated in the following listed documents which are attached hereto and made a part hereof.
