the CONSULTANT be paid more thma the Fixed Fee Amount.
Payment to the Consultant shall be made by the CITY in strict accordance with the payment terms of the
above-referenced Agreement.
It is expressly understood by the CONSULTANT that this Work Order, until executed by the CITY,
does not authorize the performance of any services by the CONSULTANT and that the CITY, prior to its
execution of the Work Order, reserves the right to authorize a party other than the CONSULTANT to perform
the services called for under this Work Order if it is determined that to do so is in the best interest of the CITY.

EXHIBIT "A"
GENERAL SCOPE OF SERVICES
Contractor will provide:
1. An ordinance containing land development regulations consistent in format and style with the existing land
development regulations (see Schedule S, Historic Preservation) prepared in Microsoft Word;
2. Attendance at one City Commission work session;
3. Attendance at one Planning and Zoning Commission meeting;
4. Attendance at a minimum of 4 work sessions with the Historic Preservation Board (City Cormmission work
session may be combined with Historic Preservation Board work session upon approval of City
Commission);
5. Attendance at other meetings as needed.
Information to be provided to the Consultant by the City:
· Existing Land Development Regulations including Yielding and Provost guidelines and legal
descriptions of existing historic districts;
· Comprehensive Plan policies regarding Historic and Archaeological Preservation
· General background and history of Sanford;
· Discussion of Architectural styles of specific buildings and of styles prevalent in Residential and
Cowanercial Historic Districts;
Elements of the Ordinance: The ordinance shall address the following elements. However, the consultant may
incorporate additional elements or modify the elements listed below subject to the approval of the Sanford
Historic Preservation Board.
· Purpose and Intent of Ordinance
· Definitions of terms used in historic preservation and in the ordinance
· Certificate of Appropriateness (C of A) - what is it, when needed, time limits, when approved by HPB;
when approved by staff
Criteria for Issuance of C of A:
New Construction
Exterior Alterations
Noncontributing buildings in historic districts
Accessory structures/uses including fences, detached garages and sheds
Additions
Signs and Outdoor Displays
Maintenance of historic buildings and sites
· Suitable building materials and styles to be used in rehabilitation, renovation, additions & maintenance
including, but not limited to, materials for roofs, windows, doors, walls and siding, awnings, porches,
balconies, railings and screens
· Temporary permits/approvals
· Regulations consistent with Objective 5-1.11 of Comp Plan
Protection of Archaeological sites
Demolition by Neglect regulations
· Demolition of historic buildings - process & criteria
· Standards for moving structures in or out of historic district
· Designation of historic Landmarks & Districts - Methods and Criteria
* Local Designation for Districts or Conservation District - Methods and Criteria & regulations
· Emergency work/repairs
· Variance to design standards
· Dimensional variances
· Appeals
