Description of Change:
This change order addresses items required to ensure a complete, safe and fully operational wastewater
treatment facility to meet the demands of the City of Sanford's new SSWRC. The first modification
associated with this change order will reinstate the originally designed and bid 3.0 million gallon Reclaimed
Water ground storage tank in lieu of the 1.0 million gallon Reclaimed Water ground storage tank proposed
and originally accepted as a cost saving measure during initial value engineering reviews performed tol~
bring the project to within budgeted funds. Subsequent value engineering indicated that the cost for an
increase in the tank storage capacity was a viable alternative and would a ow for storage of the initial
SSRC's startup production. The cost for a 2.0 MG tank was considered but the tank contractor was willing
to hold the original bid price for the 3.0 MG tank and final evaluation found this to be the most cost
effective alternative for additional reclaimed water storage.
The second modification associated with this change order is for the purpose of increasing the base slab
thickness on the two (2) secondary clarifiers to ensure the structures are sufficiently weighted to prevent
flotation during the event of maximum high ground water table. The 2001 preconstruction soils reports
indicated an expected high water table at three feet below grade (The base of the secondary clarifiers are
approximately seven feet below grade). During recent tropical events the groundwater level has been
observed at or near the ground surface elevation. Evaluation of the floatation calculations with the ground
water at these levels indicated the need to increase the weight of thesecondary clarifierS¢~xPtrr;Vme~qti~
)ossibility of floatation of the structures should they ever be emptied during a time period o
ground water table.
Reason for Change:
This change order is for adjustments to the contract cost to complete miscellaneous improvements and
upgrades to the project to provide a more complete, durable and functional process. Funding is available
from additional funding to be acquired from the SRF programincorporated into the project budget.
